Bericht des BlOst Nr. 39/1986 Kurzfassung Vorbemerkung Dieser Appendix ist der dritte Teil von drei Berichten, die die Interdependenz zwischen der Exportkontrollpolitik der Reagan-Administration und ihrer Technologie-und Rüstungskooperationspolitik untersuchen. Er enthält vorwiegend Artikel und Aufsätze aus Zeitungen und Periodika, die ein gewisses Bild von der Entwicklung der amerikanischen Debatte zwischen 1980 und 1986 vermitteln sollen. Ziel dieses 3. Teils ist daher nicht Vollständigkeit, sondern die repräsentative Auswahl, die insbesondere mit der schematischen Darstellung der Entwicklung des amerikanischen Kontrollinstrumentariums interagieren soll. Im allgemeinen Literaturverzeichnis sind diejenigen Publikationen enthalten, die den behandelten Gegenstand über die Tagesdiskussion hinaus vertiefen - so z.B. der Bericht des Georgetown Center for Strategic and International Studies über Exportkontrollen und Technologietransfer aus dem Jahre 1985. Es wäre in einer Reihe von Fällen möglich gewesen, den Appendix um Verweise aus dem allgemeinen Literaturverzeichnis zu erweitern; es wurde aber auch versucht, den Appendix so handlich wie möglich zu halten. Ähnliches gilt für seine Aufgliederung: in Zwei felsfällen wurde versucht, dem argumentativen Schwerpunkt des zitierten Aufsatzes Rechnung zu tragen. Zur besseren Übersicht über die Entwicklung der Kontrollpolitik der Reagan-Administration enthält dieser Teil sowohl eine schematische Darstellung der "Meilensteine" ihrer Entwicklung als auch eine Zusammenstellung derjenigen offiziellen Analysen, die eine bedeutende Rolle in dieser Politik soielten.

Bericht des BlOst Nr. 39/1986 Summary Preliminary Remarks This appendix is the third part of three reports which investigate the interdependence between US export control policies and its arms and technology cooperation policies. It contains materials which give a certain overview over the development of the American and Western debates concerning these policies. These materials have been drawn predominantly from newspapers and periodicals. Nevertheless, in order to provide a more substantial background, a list of further reading has been added. It follows the alphabetical order, while the aforementioned materials are classed according to their date of publication. In order to provide a reference between the overview of the debate and the evolution of US policies, a schematic representation of "milestones" in the evolution of the Reagan-Administration's control policies has been added as well as a list of key official (or quasi-official) documents .
