THE EAST-WEST CENTER, established in Hawaii by the United States Congress in 1960, is a national educational institution with multinational programs. Its purpose is to promote better relations and understanding among the nations and peoples of Asia, the Pacific area, and the United States through their cooperative participation in research, study, and training activities. Fundamental to the achievement of the Center's purpose are the cooperative discovery and application of knowledge and the interchange of knowledge, information, ideas, and beliefs in an intercultural atmosphere of academic freedom. In Center programs, theory and practice are combined to help current and future leaders generate, test, and share knowledge about important world problems of mutual concern to people in both East and West. Each year about 1,500 scholars, leaders, public officials, mid-level and upper-level managers, and graduate students come to the Center to work and study together in programs concerned with seeking alternative approaches and solutions to common problems. For each participant from the United States, two come from the Asian/ Pacific area. An international, interdisciplinary professional staff provides the framework, content, and continuity for programs and for cooperative relationships with universities and other institutions in the Center's area of operations. Center programs are conducted by the East-West Communication Institute, the East-West Culture Learning Institute, the East-West Food Institute, the East-West Population Institute, and the East-West Technology and Development Institute. Each year the Center also awards a limited number of "Open Grants" for graduate degree education and research by scholars and authorities in areas not encompassed by the problem-oriented institutes. The East-West Center is governed by the autonomous board of a public, nonprofit educational corporation—the Center for Cultural and Technical Interchange Between East and West, Inc.—established by special act of the Hawaii State Legislature. The Board of Governors is composed of distinguished individuals from the United States and countries of Asia and the Pacific area. The United States Congress provides basic funding for Center programs and for a variety of scholarships, fellowships, internships, and other awards. Because of the cooperative nature of Center programs, financial support and cost-sharing arrangements also are provided by Asian and Pacific governments, regional agencies, private enterprise, and foundations. The Center is located in Honolulu, Hawaii, on twenty-one acres of land adjacent to the University of Hawaii's Manoa campus. Through cooperative arrangements with the University of Hawaii, the Center has access to University degree programs, libraries, computer center, and the like.

The basic notion for this directory came from the members of the Committee for Cooperation on English in Japan. The Committee, jointly sponsored by the Ford Foundation and the John D. Rockefeller 3rd Fund from 1967 through 1973, was created to promote cooperation between the United States and Japan on English language learning. This directory could not have been completed without the assistance of Mrs. Yukiko Maki, Miss Reiko Atsumi, and Miss Naoka Nagato, in Japan, and Miss Barbara Pfeiffer in the United States, and the cooperation of Japanese organizations concerned with the study of English.
Introduction
In every country there is an educational and cultural environment comprising certain resources that can be drawn upon for the learning and study of a foreign language. Identification of all these conditions, circumstances, and influences surrounding and affecting the learning of the foreign language, and identification of the means of learning, obviously aid both in developing appropriate formal language education programs and in augmenting and perpetuating such learning. Identification of the resources also reveals channels for intellectual cooperation between foreign scholars and native scholars of the language. Such cooperation is an essential ingredient in the advancement of scholarship and pedagogy on the language and its literature, and in the assurance of authenticity in developing materials for instructional programs. The purpose of this directory is to make available in English some of the Japanese channels for intellectual cooperation on English. The author developed elsewhere, in Japan's Second Language, a general description of the supportive environment and some of its resources for the study of English in Japan. Japanese newspapers and popular and trade magazines published in English were listed. Information on the numbers of Japanese learned journals published in English was reported. The scope of production of English language books in Japan and the quantities of English language books imported into Japan were presented. The extent of Japanese publishing of recordings from English-speaking countries was
x • • Introduction described. The incidence of English-language films and radio and television broadcasting was noted. The extent of publishing official Japanese government publications in English was set forth. And the scope and role of trade and tourism with English-speaking countries were indicated. However, there are few publications in English that inventory specific organizational resources for English in Japan; e.g., private English language schools, mass media programs and publications for the study of English, public and private research institutes and learned societies and their publications on English language and literature. What follows here is a directory of selected resources for the study of English in Japan. Specifically excluded from this directory are the names and addresses of regular public and private secondary schools that teach English to more than 10,000,000 Japanese youth, and universities and colleges with English departments. III. Registered University Entrance Examination Preparatory Schools (Yobiko) With English Courses
The rigors of the university entrance examination system in Japan have been noted by many authors. Reforms in English examinations have been the concern of national educational commissions, The Japan Association of College English Teachers (JACET), The Council on Language Teaching Development (COLTD), The National Association of Prefectural English Teachers Organizations (Zen-Ei-Ren), and many other groups and individuals. However, since the examinations are prepared by each university and are used to control the numbers of students admitted, reforms are difficult and slow to accomplish. The Yobikô or "cram schools" prepare thousands of high school graduates for entrance examinations. Since English is usually a subject for examination, these schools strive to prepare students for the examinations.
