In the United States between 1965 and 1970, 62% of the annual cost of basic research (which rose from 2.9 to 3.5 billion dollars in these years) was paid by the Federal Government, and 58% of it was done in the Universities. When research done outside the Universities is stripped from the total cost, the balance sheet becomes: 75% of the basic research done in the Universities is paid by Federal grants and contracts, and only 25% by other I
