Volume
being the Record of Sailors and Marines accredited to the State of Maryland during the Civil War 1861-5, disclosed unexpectedly, a much larger number of Marylanders who served iheir Country in the U. S. Navy than the official publications heretofore made had taken cognizance of. As a matter of fact the other States of the Union had all the Sailors and Marines born in said States accredited to their respective States who served in the U. S. Navy during the Civil of compiling
War, whether actually

from their respective. States or not, and Commission with transcripts of Records on the same basis, that is of all Officers, Sailors and Marines born in Maryland and who served in the U. S, Navy during the Civil War 1861-5, when it was found that instead of 3,925 names as orginally estimated, the State of Maryland was actually entitled to a credit of 5,636. A perusal of the Records of the gallant Officers and Sailors from Maryland presents a most creditable and honorable record of the individuals mentioned therein, and when taken collectively really a historical record of which Maryland as a maritime State could well feel the

The Commission as far as practicable, pilaced themselves in communication with the surviving Officers and Sailors of the Civil War, and with the Veteran Naval Association as well as Grand Army Posts in the State of Maryland, with a view of supplementing the records with historical facts, as well as to correct errors in the misspelling of names and omissions in records furnished by the U. S. Navy Department, and by these agencies have been able to return quite a number of records for correction to the Navy Department before compilation, and they realize that even after these patient and persevering efforts, errors and omissions will doubtless exist.

Maryland is one of which the survivors can also point with just pride. These regiments were well officered and thoroughly disciplined, and evinced on all occasions a desire to perform their duty as soldiers of a Republic of which they would henceforth be citizens. could alone allay, they appeared to appreciate the ordeal through which they were passing, and not only their own Countrymen, but the civilized world stood and wondered as the Colored Union Volunteer passed by to battle. The Maryland contingent of Colored troops certainly measured up to the expectation of the most sanguine of their friends, and the survivors today fully and gratefully appreciate the just recognition given them by their native State in this publication, as has been evidenced by expressions to this Commission. Considerable difficulty and delay was experienced by the Commission in obtaining transcripts of records from the War Department, but prompt intervention, as occasion required, by the Senators and Members of Congress from Maryland resulted in the just recognition of the Rights of the State of Maryland in the premises. The Commission have fully realized the impossibility of compiling a perfect record, more especially of the individual, and the certainty that they would unjustly be held responsible for errors and omissions by Company Commanders, Mustering Officers and Department Clerks. The Law requires the Commission to compile certain records as found and furnished, but the Commission have assiduously and persistently invited inspection of the work in hand as it progressed, and have thereby been able to supply, correct and supplement records in many cases, more especially, where the individual was on detached service, etc. The large number of names involved and the scope of the work in hand far exceeded The demand for the records by the Libraries and Universities, not only of all expectations.

As a standard publication by the State of Maryland the work has already received hearty commendation by competent and impartial Judges both in and out of the State, and in closing their labors the Commission who have served without compensation, feel conscious of the fact that they have performed their duty to the best of their ability, and with the material at their command, and will feel fully repaid by a just approval of the work accomplished. AN ACT TO PROVIDE FOR THE COMPLETION OF THE RECORDS OF THE SOLDIERS, SAILORS AND MARINES ACCREDITED TO THE STATE OF MARYLAND, IN THE LATE CIVIL WAR, AND TO PUBLISH THE SAME, AND TO MAKE A SUITABLE APPROPRIATION THEREFOR. Section

enacted by the General Assembly of Maryland, That the Governor shall, -within thirty days after the passage of this Act, appoint three citizens, of whom the Adjutant-General of the State shall be one, and the other two of whom shall be representative soldiers who served in actual

warfare as a part of the quota of the State of Maryland in the United States Army or Navy during the late Civil War, as Commissioners of the State, to carry out the provisions of this Act, as hereinafter provided, and who shall serve without pay. Section

It enacted, That it shall be the duty of the said Commissioners under this Act to classify and compile, from the documents in the Adjutant-General's oflBce, the records of the several commands, and the individuals thereof, of Maryland soldiers, sailors and marines serving as a part of the quota of the State of Maryland in the Army and Navy of .the United States during the late Civil War, and in case of any deficiency in the record of any individual or command in the Adjutant-General's oflSce, they shall be empowered to complete the said deficient records from the records of the War and Navy Departments of the United States, for which purpose the Governor shall, at the request of the said Commissioners, malce requisition for the desired information upon the Secretaries of the said Departments, in accordance with the existing laws.
That the said Commissioners shall be empowered to employ such clerical aid, it enacted. and purchase such stationery as may be necessary to carry out the provisions of this Act, the same to be paid for from the appropriation hereinafter provided for. They shall also be empowered to deposit with the War and Navy Departments of the United States, in accordance with the existing orders of the said Departments, such a sum of money, to be taken from the appropriation hereinafter provided for, or may toe required by the Secretaries of the said War and Navy Departments, to secure the United States from liability for any expense incurred in copying and completing from their records the deficient records of Maryland soldiers, sailors and marines, as provided for in Section 2 of this Act.
That the said Commissioners, upon the completion of the said records, shall be have printed and bound in two or more volumes, one thousand copies of the same, together with brief history of each command, to be distributed as follows: 300 copies to the headquarters of the Department of Maryland, Grand Army of the Republic, for distribution to the several Grand Army Posts in the State 2 copies to each public library and school library in the State; 1 copy to the Adjutant-General of each of the United States for each State Library; 10 copies to the Congressional Library, at Washington, D. C; the balance of the copies to be deposited with the State Librarian, at Annapolis, for distribution as may be deemed proper by the Adjutant-General of the State. be

COMPENDIUM OF THE
HISTORY OF MARYLAND SAILORS AND MARINES, CIVIL WAR, 186 J-5. History of the U. S. Navy during the Civil War demonstrated the wonderful genius of our people in energy and inventive skill in improvising and building war vessels. In courage, intelligence and vigilance in handling them and a bravery and dash by both officers and seamen that has never been excelled.

At the commencement of the Civil War in the early spring of 1861, the U. S. Government had at its disposal sixty-nine (69) vessels of war, of which twenty-seven (27) were laid up for repairs. Of the forty two (42) vessels in commission twenty-six (26) were absent on duty in foreign lands, long months elapsed before they could be rendered available, many of them were sailing vessels, old-fashioned frigates, beautiful to behold, but almost useless on the day when steam had become known as the propelling power of war vessels, and coal a "contraband of war."
The
service had been rusty from long idleness, in both officers and vessels. "Presto change," four years later the navy of the United States consisted of six hundred and seventy-one vessels. It exceeded that of any other naval power, not excepting
England.
America revolutionized the natives of March, 1862, at

the afternoon of the 9th day Roads, the Monitor and the Merrimac fought the first battle of of the world,

rendered by the Maryland sailors, but in the Civil War, all were merged in the common cause and it is a difficult matter to do justice to the gallantry of the Maryland sailor, suffice it to say, that they proved themselves worthy of an heroic ancestry, from the beginning to the end of the struggle. A draft of Baltimore sailors rendered efficient aid with Commodore A. H. Foote's Mississippi River Flotilla in 1861-2, and aided in opening to navigation the Tennessee and Cumberland Rivers, and the capture of Forts Henry and Donelson in February 1862 and again in March 1862 at Island No. 10, the Maryland contingent aided in driving home. the entering wedge that caused the Mississippi to flow unvexed to the sea. In, the ill-fated engagement of the Cumberland and Congress with the Merrimac at Hampton Roads, March 8, 1862, the Maryland sailor perished at the guns. In the splendid naval attack and capture of Port Royal, S. C, in November 1861, the j
had a good representation throughout the victorious fleet. In April 1862, the Maryland sailor, was found in the fleets of Admirals Porter and Far-

ragut in their splendid achievements on the lower Mississippi, that resulted in the capture of Orleans, and the final surrender of the last obstacles at Port Hudson .and Vicksburg, when the Mississippi was opened again to commerce. In the operations in Charleston Harbor and the capture of Fort Fisher, the Maryland sailors were in the van. At the great naval battle and victory of Mobile Bay where Farragut immortalized himself and the American Navy, the Maryland sailor was found doing his duty nobly. In the famous naval battle off the coast of France between the U. S. S. "Kearsarge" and the C. S. S. "Alabama," the Maryland sailor was found behind the guns. The personnel of the Maryland officers in the U. S. Navy during the Civil War, who have helped make the history of the U. S. Navy glorious embraced such names as RearAdmiral John Rodgers who in the early days of the War was ordered on special duty in the Mississippi Valley to superintend the building of iron-clads on the Western River, thence back to the Atlantic to lead his Squadron in its advance and battle upon the James River, Va., almost within sight of the Confederate Capitol, until sunken vessels in the channel and other obstructions to navigation precluded further movements, and who again in the naval duel at Warsaw Sound, Ga., June 17, 1863, whilst in command of the Monitor "Weihawken," compelled the surrender within fifteen minutes of the C. History of Maryland Sailors and Marines. Rear-Admiral Hugh Y. Purviance took part in the first battle with the iron-clad "Merrimac," a battle that startled the world, again in command of U. S. S. "St. Lawrence" off Charleston, 8. C, sank the 0. S. Privateer "Petrel" and received a vote of thanks from the State of Maryland through the General Assembly.Rear-Admiral John H. Russell complimented by the U.- S. Navy Department and the thanks of the Legislature of Maryland, commanded the U. S. Gunboat "Kennebec" withFarragut's fleet in the attack upon Forts St. Philip and Jackson in 1862, and thence in the advance up the river as far as Vicksburg, Miss. Rear-Admiral Winfield S. Schley, a name now known and honored throughout the civilized world, in 1862-3 commanded batteries in the siege and capture of Port Hudson, La.,, and throughout the Civil War on active duty passed through a school of experience that laid the foundation for his subsequent brilliant career. So that it is self -evident that the Maryland contingent' in the U. S. Navy during the Civil War 1861-5 was a most valuable factor.

Maryland, between November 11, 1863, and November 30, 1863. .The regiment remained at camp Stanton, Benedict, Maryland, during the winter of 1863-4, perfecting the regimental organization and
engaged
and disciplining the command. March 1864, the 9th regiment embarked per steamship for Port Royal, South Carolina, at which place it disembarked on 7th of the same month. Remaining at that place a few weeks, it was ordered to Port Royal Island, where it remained about one month; it then returned to Hilton Head and soon after took part in the Ashepoo expedition, commanded by General Birney; after this it returned to Beaufort, on. Port Royal Island, where it remained a number of weeks, all the time performing the common routine of camp duty. In the latter part of June following, the regiment embarked for the expedition at that time got up against the enemy on John's Island, South Carolina; July 7th and 9th, they skirmished with the enemy, and in a few days returned to Beaufort via Folly Island; August 4th following, the 9th regiment embarked for Bermuda Hundreds, Virginia, landing on the 8th of the same month, proceeded at once to the front; was engaged with the enemy in skirmishing on the 14th and 15th of August, and on the 16th took an active part in the battle of Fussel's Mills, Virginia, being the last regiment to yield up its position and fall back under a galling cross-fire of the enemy; the second day following it again skirmished with the enemy, and on the 18th of the same month marched to the Bermuda Front, and soon after from thence, on the 24th, to the trenches in front of Petersburg, Virginia, where for a month the severe duties of besiegers told heavily upon the physical strength of both officers and men. April 3rd 1865, they took part in the triumphant entry into Richmond; from thete the regiment marched back to Petersburg, and after a number of weeks in camp at that place and City Point, it embarked on the 7th day of June 1865, from City Point, Virginia, for Brazos Santiago, Texas, where it arrived July 1st,

and soon thereafter marched to Brownsville, where it remained in camp until October 2nd, 1866, when it was ordered to New Orleans, where it lay in camp at Greenville, Louisiana, receiving orders to muster out November 10th, 1866, to go by steamer to Baltimore, Maryland. This regiment had been exposed and suffered to an unusual degree from all the worst and most frightful diseases that flesh is heir to, such as congestive intermittent fever, measles, small-pox, scurvy and cholera. The casualties in the 9th regiment, U. S. Colored Troops, Maryland Volunteers, were as follows; killed in action, 1 commissioned officer and 46 enlisted men; died of disease, wounds, etc., 2 commissioned officers and 266 enlisted men or a total death list of 315 men. The 9th regiment in addition to numerous skirmishes bore an honorable part in the following engagements, John's Island, South Carolina; Deep Bottom, Virginia; Fussel's Mills, Virginia; Siege of Petersburg, Virginia; Darbytown Road, Virginia; October 13th and 27th, 1864; Capture of Richmond, Virginia, April 3, 1865.

NINETEENTH REGIMENT INFANTRY, U. S. COLORED TROOPS,
MARYLAND VOLUNTEERS. ^HE Nineteenth Regiment Infantry, United States Colored Troops, Maryland Volunteers, was organized by Brig. General Birney, U. S. V., at Benedict^ Md., December 15, 1863. It was composed largely of colored men from Southern Maryland and the Eastern Shore of Maryland.
The regiment remained in the camp of instruction at Benedict, Maryland until ordered to Baltimore City, March 1, 1864, It acquired great proficiency in discipline and drill, and performed provost duty at Baltimore City, which notwithstanding the prejudice against the colored troops, their bearing and military qualities, challenged, merited and obtained general approval and great credit.
March 22, 1864, a Battalion of the regiment was ordered to Harper's Ferry, Va., thence marched to Winchester, Va.; whilst en-route thereto the battalion, was attacked by the enemy's cavalry near Berry ville, who were repulsed with serious loss. The battalion proceeded thence to Winchester, Va and having accomplished the purpose of the expedition, returned to Harper's Ferry, pursued by the enemy's cavalry. In the latter part of April 1864, the regiment was ordered to join the army of the Potomac then under the immediate supervision and control of General Grant. The regiment marched via Washington and Alexandria to Manassas, Va., which point they reached May 1, 1864, and on the 6th day of May 1864, received their first baptism of fire, in the battle of Wilderness. The regiment was assigned to the 9th army corps, Gen. A. E. Burnside in ,
command.

On the 27th day of November 1864, the 19th regiment was transferred to and consolidated with 25th army corps. The regiment took a very active part in the series of engagements, incident to the Siege of Petersburg and the capture of Richmond, Va. The regiment being amongst the first troops to enter the Confederate Capital. The gallantry of the regiment at the battle on Cemetery Hill near Richmond, Va., was conspicuous and the losses very severe, one half of the number engaged were killed and

inside of thirty minutes; the regiment experienced a loss of twelve commissioned and three hundred and sixty enlisted men, killed and wounded. On the 5th day of June 1865, the regiment embarked by steamship for Brazos, Texas, thence to Brownsville. The regiment remained in Texas until expiration of the term of enlistment, when it was duly mustered out of service January 15, 1867. The casualties in the 19th regiment were as follows, viz: Killed and died of wounds three (3), commissioned officers, enlisted men forty-seven (47), total fifty (50) Died of disease, etc., commissioned officer one (1), enlisted men two hundred and forty-two (242), total two hundred and forty-three (243), or an aggregate death list two hundred and ninety-three (293). The engagements in which this regiment were engaged and authorized to inscribe on on their colors were as follows: Wilderness, Spottsylvania, Tolopotomy, Cold Harbor, Old Church, Petersburg, Weldon Railroad, Cemetery Hill, Hatcher's Run, Bermuda Hundred officers

MARYLAND VOLUNTEERS. ^HE
Eegiment Infantry, United States Colored Troops, Maryland Volunteers, was recruited principally on the eastern shore, and southern counties of Maryland, the regiment was organized at camp Stanton, Maryland, from February 12th to March 18, 1864, to serve three years. The 30th regiment was assigned to Ferreros Division of the 9th army corps, with which it marched and fought with great gallantry and suffered severe losses. It participated in the Wilderness campaign under Gen. Grant in his advance to the James river in the spring and summer of 1864. The 30th regiment during the Siege of Petersburg, Va., was very active in building forts and rifle pits, and at the mine explosion July 30, 1864, the 30th regiment took a disThirtieth

formed a part of the Butler's expedition against Fort Fisher, N. C, December, 25, 1864, and also took part in the second expedition under Gen. Terry that resulted in its capture after a brief siege, January 13-15, 1865. After the capture of Fort Fisher and Wilmington the command was with the portion of the army that co-operated with Gen. Sherman's Army in North Carolina, resulting in the capture of the Confederate Army of Gen. Joseph Johnson, April 7-13, 1865; after the surrender of the Confederate Armies, the 30th regiment continued on garrison duty until December 10, 1865, when it was duly mustered out of the service of the United States. The casualties in the 30th regiment infantry, U.S. colored troops, Maryland Volunteers, were as follows: Killed, commissioned officers three, enlisted men forty-three, total forty-six; died of disease, wounds, etc., commissioned officers two, enlisted men one hundred and seventy-seven, total one hundred and seventy-nine, or an aggregate death list of two himdred

Thirty-ninth Eegiment Infantry, United States Maryland Volunteers, was organized at Baltimore,
Colored
Troops,
Maryland, from March 22 to 31, 1864, to serve three years, it was composed of colored men from all parts of Maryland, but principally from Baltimore City. The 39th regiment was assigned to duty with Ferrero's Division of the 9th army corps, and also performed duty with the 25th and 18th •army corps. The 39th regiment whilst on duty with the 9th army corps, participated in the Wilderness campaign and the battles in Virginia under Grant on the march to the James river. Whilst the casualties in the 39th regiment, do not appear to be as serious as in other colored regiments of Maryland Volunteers, nevertheless, the regiment experienced serious hardships incident to active campaigning with the armies of the James and Potomac; its losses in the battles in front of Petersburg and at Bermuda Hundred were severe. After service with the army of the Potomac it formed a part of the first or Butler expedition, as Well as the second expedition under Gen. Terry, in the capture of Fort Fisher, North Carolina. The regiment took a conspicuous part in the battle of The Crater, Va., and mine explosion, July 30, 1864, and their action in this engagement in saving their regimental colors received the commendation of the war department, and the color bearer Decatur Dorsey received a gold medal. After the capture of Fort Fisher, the 39th regiment remained in North Carolina with Paine's Division of the 18th army corps, and marched with the troops that re-inforced Gen. Sherman prior to the capture of Gen. Johnson's Confederate Army. After the surrender of the Confederate Army of Gen. Joseph Johnson, at Greensborough, North Carolina, April 1865, the 39th regiment performed garrison duty in the Southern States until it was mustered out of the military service of the United States, December 4, 1865. The casualties in the 39th regiment of infantry were as follows: Killed in battle thirty enlisted men; died of wounds, disease, etc., commissioned officers three, enlisted men two hundred and thirty-nine, or a total death list of two hundred and seventy-two. In addition to the skirmishes, engagements, etc., in which the 29th regiment infantry, U. S. colored troops, Maryland Volunteers were engaged, the following is the official batttle Hst; viz: Petersburg, Federal point, Bermuda Hundred, Hatcher's Run, Fort Fisher, Sugar Loaf, Cox Landing, N. C, Wilderness, Spottsylvania, Weldon Railroad.
