have long been at the heart of both the best and the worst of American politics. Thomas Jefferson made sure to include a list of the "long train of abuses and usurpations" by King George III in the Declaration of Independence as a justification for casting off British rule. In his Emancipation Proclamation, Abraham Lincoln included a list of the states rebelling against the Union and then freed the slaves in those states. In a February 1950 speech in Wheeling, West Virginia, Senator Joseph McCarthy waved what he claimed was a list of 205 known Communists employed by the State Department; that list, which never materialized, sparked a witch-hunt in Washington and around the country. And old-line liberals consider it a badge of honor to have been included on President Nixon's "enemies Lists

list."
