quently, the initial criteria were quite flexible, with no minimum collection
size s p e c i f i e d .
collections in all c o u n t r i e s
The goal was to c o n t a c t including national
important
libraries
and

archives, principal geographical, cartographical and historical society and institute collections, the collections of military geographical institutes or departments, and all other map collections, archives, or libraries of special significance. Beginning with those collections included in the first edition, regional editors supplied addresses of additional institutions with known map collections or possible collections.
However, regional edi-
tors representing countries that had already published national directories of map collections (United States, Canada, Australia, Netherlands, France, Federal Republic of Germany, and the United Kingdom) were more selective, limiting their lists to the largest and most iirportant map collections in their countries.
Finally,
these lists were supplemented by information from secondary sources such as those listed in the accompanying bibliography. In all some 2,300 questionnaires were mailed, including second mailings to over 100 institutions which were listed in the first edition but did not respond to the first mailing. The second stage of this project, which consisted of editing and collating the returned questionnaires, was conpleted by Ronald E. Grim and William R. Hawken, Geography and Map Division, Library of Congress under the direction of John A. Wolter.
Editing consisted of two phases: the selection of col-
lections to be included and the translation and review of the individual entries for consistency.
As noted previously, the
initial mailing was large and based on flexible criteria, there-
XV fore, some overall selection of collections was required to provide the necessary balance.
The original intent was to include as
many completed returns as possible; however, small collections of less than 1,000 items were excluded unless the entry recorded the only map collection from a country, a collection within a national library, archives, or mapping agency, or a collection that included significant historical materials.
When returns were re-
ceived from more than one collection or office within the same institution, the entries were usually combined, with the larger collection comprising the main entry and the secondary collection mentioned under numerical heading 8 (special collections).
Second
mailings to those collections that appeared in the first edition but did not respond to the initial request, were made in 1982 and, for a selected few, in 1983.
Nevertheless there were still a
number that did not reply. Therefore, entries for those collections have been repeated directly from the first edition, except for those from countries with national directories. In the context of these general criteria, more specific guidelines were developed for several individual
countries.
Examples from Australia, New Zealand, Italy, Hungary and Czechoslovakia will illustrate this selection process. For Australia, fifty-three completed returns were received.
Eight of these were omitted because the collections were
small (under 1,000) or no numbers were reported.
In addition,

seven responses were combined with others, reducing the total to thirty-eight entries.
Eight of the resultant entries are for
institutions representing twenty-five separately maintained collections.
Five of them are universities with two collections, one
in the geography department and a smaller one in the geology department or central library.
The others are the National
Library
with three collections; the New South Wales State Library with three collections; and the National
Archives with its central
office and eight regional branches.
Four institutions included in
the first edition did not respond.
Their entries have not been
repeated. For New Zealand, six of the twenty returned questionnaires were omitted because they reported less than
1,000 m a p s .
None of them were associated with a national institution nor were they mentioned as a significant collection in Brian article, "Hap Production and Map Collection in New

XVII In Italy there are many libraries and archives that specialize in historical publications and manuscripts.
These
collections often include a small number of historical maps, or globes, but they are usually not maintained as separate collections.
It was decided, therefore, to include entries for those
major research institutions that returned relatively complete questionnares indicating something of the nature of their cartographic holdings, even if the numbers were small.
Also included
were entries from fourteen state archives (Archivio di Stato) that reported cartographic holdings in excess of 1,000 items.
However,
five state archives (Agrigento, Chieti, Iserna, Riete, Vercelli) that completed forms, but whose collections numbered under were omitted.
In addition,

thirteen state archives (L'Aquila,
Arezzo, Belluno, Cagliari, Calabria, Catania, Messina, Palermo, Pistoia, Taranto, Teramo, Terni, Trieste) declined to answer the questionnaire.
They considered their cartographic holdings insig-
nificant or inappropriate for inclusion in this directory because the maps were not maintained as a separate collection, but rather filed among the records in which they originated, which is according to archival principles.
These institutions have also been
omitted, although it appears that their cartographic holdings include a fair number of 19th and 20th century cadastral maps for the respective provinces.

Russian) and Spanish following this Introduction.
In entries
where headings or sub-headings are omitted, the respondent either answered negatively or not at all. (Because of an oversight in typesetting, the numbers for these negative responses were not deleted from the first third of the entries.

apologizes for this inconsistency, but feels that it does not

affect the overall usefulness of the Directory.) The following clarifications will help users interpret the data presented for each collection.
The name of the parent
institution, collection, and address (except country name) are given in the vernacular. Insofar as possible, the name of the institution and collection have also been translated into English for those languages other than the official IFLA languages. 1.
The
person
in
charge
usually
refers
to
the
official
responsible for the map collection, but for institutions where the map collection is not maintained separately, the name listed may refer to the head of the parent institution. 2.
Telephone numbers are given as entered on the questionnaire. For U.S. entries, the first three digits of the telephone number comprise the area code, which is used for long distance calls.
Many European countries also use an "area
code," which respondents did not always include.
An area
code has been supplied only where reliable information could be obtained from other sources.
If an area code is not
supplied, the reader should check before placing a long distance call. 3.

It usually applies to the founding of the map col-

Most figures
represent the size of the collection when the questionnaire was completed (i.e. the end of 1980 through calendar year 1982).
No attempt has been made to adjust these figures to
a common date as was done in the first edition.
For those
collections that were derived solely from the first edition, no attempt has been made to update the totals.
Users of the
Directory who desire more up-to-date holdings statistics can make their estimates from the annual accessions figures for most reported collections.
References to "circa" or
"approximately" have been deleted because it is assuned that all figures are approximations because a precise count of a large collection is virtually Impossible to obtain.
Annual
additions are also approximations because most accessions vary widely from year to year.
Some collections are limited
to maps and charts, while atlases, reference books, and periodicals are maintained in the general collections of the

parent library. Occasionally an institution indicated it had holdings of a particular category, but provided no numbers. Terminology under this heading varies widely.
Many larg·
collections are comprehensive in terms of geographic ana subject coverage, so that individual specializations are not listed.
Regional specializations are usually listed in terms
of country, state or province, and major city.
Most entries
provide percentages for temporal coverage; however, others are less precise or used different time periods. Listed in this
category are "special collections" that are
maintained as an integral custodial or topical group; significant archival series; or prominent individual items (such as manuscript maps or older atlases and globes).
References to

Question 9c was Intended to refer to published map series that are usually controlled by graphic indexes; however, a number of archival institutions also interpreted this to mean an archival series of maps. Seating capacity usually refers to a separate map consultation roan, although seme institutions do not maintain a separate room and have instead listed the seating capacity for the reading room of the parent library.
In this case, the
number of consultants served may refer to the total for the entire institution
rather than only map
inquiries.

the translation of the questionnaire into French and Spanish there was some confusion in the use of the terms "photocopy" and "rapid copy."
The use of the term photocopy in the
questionnaire was meant to include photostatic and black and white and color photographs, while rapid copy was used to refer
to
electrostatic
processes
such
as
"Xerox."
Although this distinction was maintained in editing, there are probably several respondents who marked photocopy but actually meant the electrostatic processes. 14.
A few collections have listed the number of map cases but most have only Indicated the various types of storage equipment they utilize.

Conservation procedures listed under this heading may be performed in the map collection, in the parent library, or in external or comercial shops and laboratories.

For the larger collections
such as the Library of Congress t U.S. National Archives, Public Archives of Canada, or British Library, selected references are provided, especially if there is one key publication which lists the pertinent finding aids.
The format of
bibliographical references on the returned questionnaires varied widely.
They have been edited to include author,
title, and place and date of publication.
Periodical litera-
ture includes name of periodical, volume number, date, and page number. Responses were received from over 800 collections as a result of both the first and second mailings.
Of these, 91 were
letters indicating that the institution had no collection or that the collection was not of sufficient size or importance to be included.
Another 109 returns were eliminated because the infor-
mation was incomplete, the collections were too small, or the retyrn was combined with that for a larger collection within the same institution.
On the other hand, t1 entries were repeated
from the first edition.
Consequently, there are 670 entries in

the second edition which represent some 707 separately maintained collections. This is an increase of almost 210Í over the

entries in the first edition. This edition, therefore, has been greatly expanded, but coverage is still uneven. increased
The number of countries represented has
from 15 in the first edition to 65. There are also
increases in numbers of returns from most countries, particularly those from Africa, Latin America and Asia.
Because there are only
one or two collections reported for many of these countries,
how-
ever, there are probably other small but significant collections that have been missed.
Unfortunately, no current information was
received from the U.S.S.R.
Entries for the four collections in the
U.S.S.R. described in the first edition have, therefore, been repeated. Additionally, no information about map collections in the People's Republic of China was made available to the compilers, An increase of some significance is found in the number of returns from archivai institutions, at national, state and municipal levels.
However, many such institutions were reluctant
to answer the questionnaire because they felt that their archival arrangement or the interfiling of maps with textual documents was not compatible with a perceived library orientation of the d i r e c tory.
In fact, one institution sent a three page letter explain-
ing why they couldn't answer the questionnaire, but
provided
enough information so that a relatively complete questionnaire could be prepared.

Any project which relies on the cooperation of many individuals throughout the international map librarianship community, incurs many debts.
Indeed, thanks must be extended not
only to each of the Working Group members and regional editors, but also to all of
the individual respondents.
Without their
interest and cooperation, the Directory would not be as extensive nor as informative as we hope it will prove to be.
Users may note
that entries for a few large and significant collections from their own countries are missing, and conversely, that some smaller collections might very well have been omitted.
Like our first
edition predecessors, we also regret such sins of omission or commission regardless of whether they reflect our own inadequacies, the lack of interest on the behalf of possible respondents, a desire for anonymity, or other unknown
factors.
However,
this greatly expanded directory exemplifies by its wide geographical coverage the state of map curatorship on an international level at the beginning of the 1980s.
