Acknowledgements This book concludes a journey I began years ago at the University of Nottingham where I studied for an LLM and a PhD. It was during those years that I first became interested in the role that public procurement can play in enhancing development and eradicating poverty in developing countries (indeed I still remember the option talk given by Martin Trybus on the opening day of the LLM).
