POLITICAL PROGRAM FOR NATIONAL CONSTRUCTION DURING THE PERIOD OF TRANSITION TO SOCIALISM (amended, developed in 2011)
I- REVOLUTIONARY PROCESS AND LESSONS OF EXPERIENCE
1. Since 1930, the Communist Party of Việt Nam , founded by President Hồ Chí Minh , has led our people in staging a long revolutionary struggle, overcoming difficulties and challenges, and winning great victories: the victory of the August Revolution in 1945, overthrowing the colonial-feudal domination, founding the Democratic Republic of Việt Nam, and bringing our nation into an era of independence and freedom; the victories of resistance wars against foreign aggressors, with the historical triumph of Điện Biên Phủ in 1954 and the Great Spring Victory in 1975 as the pinnacles of our success. All of these efforts helped Việt Nam liberate the nation, reunify the country, defend the Fatherland and accomplish its
international
obligations .
They have also contributed to the successes of the renewal process, national industrialization, modernization and international integration,

and the gradual advancement of the country through the period of transition to socialism with a new, sound way of awareness and thinking in accordance with Việt Nam's realities .
With the victories achieved over the past 80 years, our country, once a semi-feudal colony, has become an independent and free nation that has developed following the path of socialism . Our people, once enslaved have become owners of the country and society as our country has got out of the state of being an underdeveloped nation, accelerated the process of modernization and industrialization with a wide range
of
international relations. Even though Việt Nam plays an increasingly important role in the region and the world, it still faces a lot of difficulties and challenges . While exercising its leadership, the Party has sometimes made mistakes, some of which are serious due to dogmatism , subjectivism, voluntarism , and violations of objective rules. The Party has always taken care to criticize and renew itself and correct its mistakes in order to advance the revolutionary cause . 2. From the abundant experiences from the revolution, the Party has drawn out major lessons:
First, firmly holding the banner of national independence and socialism -- the glorious banner President Hồ Chí Minh handed over to the present and future generations. National independence is a prerequisite to realize the goal of socialism, and socialism is a firm foundation to ensure national

independence. Building socialism and defending the socialist Fatherland are two strategic tasks that are closely connected together. Second, the revolutionary cause is of the people, by the people, andfor the people. It is the people who make historical victories. The Party's activities must proceed from the legitimate interests and aspirations of the people. The Party's strength lies in its close attachment with the people . Bureaucracy, corruption, and aloofness from the people would lead to immeasurable losses for the destiny of the country, the socialist regime and the Party.
Third,

and
strengthening solidarity: solidarity of the entire Party and the entire people, national solidarity, and international solidarity. That is a valuable tradition and a source of great strength of our country's revolution . President Hồ Chí Minh once said: Unity, unity, great unity -- Success, success, great success . Fourth, combining the strength ofthe nation with the strength ofthe era, and the national strength with the international strength. In any circumstances, it is a must to consistently adhere to the will of independence and self-reliance, uphold the spirit of international cooperation, and bring internal strength into full play, while making the best of external resources and combining traditional factors with modern ones. Fifth, the Party's sound leadership is a leading factor in ensuring the victory of the Vietnamese

revolution. The Party has no interests other than serving the Fatherland and the people. The Party must thoroughly grasp,
apply,
and
develop
Marxism - Leninism and Hồ Chí Minh Thought, constantly enrich its brainpower and improve political firmness, virtues and organizational capacity in order to resolve issues posed by revolutionary reality. All guidelines and policies of the Party should proceed from reality and respect objective rules. It is a must to prevent and combat major dangers such as mistakes in guidelines, bureaucracy, and degeneration and degradation of cadres and Party members .
II- TRANSITION TO SOCIALISM IN OUR COUNTRY
1. Our country is in the period of transition to socialism in the context that the international situation is witness to great and profound changes. The revolution of science and technology, the and economy

globalization process have had
a profound
impact on the development of many countries. The fundamental contradictions in the world, demonstrated in different forms and levels, still exist and develop . Peace, national independence, democracy,cooperation and developmentremain a major trend; but national and class struggles, local wars, armed, racial and religious conflicts, arms races, intervention, subversion, terrorism, territorial, sea, island and natural resources disputes, and tough competition for economic

benefits continue to complicate the situation . The Asia-Pacific and Southeast Asian regions are developing dynamically, but are still facing potential
instability. This
developmental
has
opportunities
created and
both tough
challenges, especially for developing and lessdeveloped countries.
During the
process
of
formation
and
development, the Soviet Union and other socialist countries recorded great achievements in many aspects. They constituted a sheet anchor for the world's peace and revolutionary movements, and greatly contributed to the struggle for peace, national independence, democracy and social progress . The collapse of the socialist regime in the Soviet Union and Eastern Europe caused heavy losses for the world's revolutionary movements; however, a number of countries that have followed the socialist path, including Việt Nam, have consistently adhered to their goals and ideals, performed reforms and innovations, reaped
great
achievements,
and
continued
to develop; the international communist and worker's movement has seen signs of recovery. However, the countries that have followed the socialist path and the communist and leftist movements are still facing many difficulties: hostile forces continue to sabotage and attempt to abolish socialism . At present, capitalism still holds potential for
further
development,
but
by nature it
remains a regime of oppression, exploitation and injustice. Capital's inherent fundamental

and the regime of capitalist private ownership, have not only remained unsolved but have also become more profound . Economic, political and social crises continue to occur. It is the motion of these internal contradictions and the struggle of the working people that will decide the destiny of capitalism .
Developing and less-developed
countries
must stage a very difficult and complicated struggle
to
combat
poverty,
backwardness,
intervention, imposition and aggression to protect their national independence and sovereignty. The world's people are now facing urgent global issues related to mankind's destiny. These issues include maintaining peace, reducing war risks,
fighting terrorism,
protecting the
environment, coping with global climate change, reducing
population
boom,
and
preventing
dangerous epidemics . The settlement of those issues requires cooperation and a high sense of responsibility from all nations . An
outstanding
feature
of the
present
period is that countries with different social regimes and development levels coexist, despite struggling and competing against one another for national interests. The struggle staged by the people of different countries for peace, national independence, social
democracy,
progress indicate
development
new steps
and
forward
despite the many difficulties and challenges.

In accordance with the law of evolution of history, mankind will certainly advance to socialism. 2. Advancing to socialism is an aspiration of our people, and a judicious choice of the Communist Party of Việt Nam and President Hồ Chí Minh, in conformity with the developmental trend of history.
The socialist society that our people are building is a democratic, equitable and civilized society with wealthy people; a society owned by the people; having a highly developed economy based on modern productive forces and suitable advanced production relations; having an advanced culture profoundly imbued with national identity; a society where people enjoy a life of abundance, freedom and happiness, and conditions for a comprehensive
development.
The
different
ethnic groups in the Vietnamese community are equal and united, and respect and help each other for mutual development. The Vietnamese society is a society with a socialist law-governed State of the people, by the people, and for the people under the leadership of the Communist Party; with friendly and cooperative relations with other countries in the world. This is a thorough revolutionary process, with a complicated struggle between the old and the new with the aim of creating a change in the quality of all aspects of social life. The social life must thus undergo a long -lasting transition development steps and forms of economic and social organizations . We

revolution, the
development
of
formation
knowledge-based
and
economy
together with the processes of globalization and international integration constitute an opportunity for development. The overallgoal at the end ofthe transition period in our country is to build the economic foundation of socialism with a proper political, ideological and cultural superstructure, laying a basis for our country to become an increasingly prosperous and happy socialist nation. From now to mid-21st century, our entire Party and people should make every effort to build our nation into a modern, socialist-oriented industrialized country.
To that end, our entire Party and people should uphold the spirit of offensive revolution and the will of self-help for self-improvement, promote all potentials and brainpowers, make the best of opportunities, overcome challenges, thoroughly grasp and implement the following basic directions:

First, step up national industrialization and modernization, develop the knowledge-based economy, and protect natural resources and the environment. Second, develop a socialist-oriented market economy. Third, build an advanced culture intensively imbued with national identity; promote human development, improve people's living conditions, and advocate social progress and equality. Fourth, firmly ensure national defense and security as well as social order and safety. Fifth,
implement
a
foreign
policy
of
independence, self-reliance, peace, friendship, cooperation and development; actively engage in international integration.
Sixth, build a socialist democracy, strengthen great national unity; consolidate and expand the National United Front. Seventh, build a socialist law- governed State of the people, by the people, and for the people. Eighth, build a transparent and strong Party.
During the process of implementing these basic directions, special attention should be paid to thoroughly grasp and deal with major relations such as those that tie innovation, stability and economic between relations development; and political renovation, market economy and socialist orientation; development of productive forces and gradual building and improvement of
socialist
production
relations;
between

economic growth, and cultural development and implementation of social progress and equality; between socialist construction and defending socialist
Fatherland;
between
independence
and self-reliance, and international integration; between the
Party's
leadership,
the
State's
management, and the people's ownership; etc. There should be no one-sidedness, extremeness and voluntariness .
III- MAJOR ORIENTATIONS FOR ECONOMIC, CULTURAL AND SOCIAL DEVELOPMENT, NATIONAL DEFENSE, SECURITY AND FOREIGN RELATIONS 1. Develop a socialist-oriented market economy with different forms of ownership, economic sectors, business organization and distribution. All economic sectors that operate in line with the law constitute important components of the economy, are equal before the law, and develop, cooperate and healthily compete with each other in the long-term . The State economic sector plays the leading role. The collective economic sector is constantly strengthened and developed . The State economic sector, together with the collective economic sector, becomes the increasingly solid foundation of the national economy. The private economic sector is one of the driving forces ofthe economy. Foreign investment is also encouraged. Different forms of ownership are interwoven with one another to form diverse and developed economic

organizations.

Inherit and promote the fine cultural traditions of Vietnamese ethnic groups, acquire the cultural essences of mankind, build a democratic, equitable and civilized society for the true interests and dignity of humans, with growing levels of knowledge, ethics, health and aesthetics. Develop and improve the quality of literary and artistic creation; confirm and commend values of the true, the good and the beautiful, criticize backward and weak things, and combat anti-culture manifestations. Ensure the rights to be informed and freedom of creation of citizens . Develop means of mass media and provide true, diversified and timely information

to serve the cause
of national
construction
and defense .
Humans are the centers of development strategies and the
subjects
of development.
Respect and protect human rights, incorporate human rights with the rights and interests of the nation, the country and the mastery right of the people. Combine and promote the roles of society, families, schools, working units, mass organizations, and residential communities in developing Vietnamese people with profound patriotism, a sense of mastery and citizenship responsibility; sentimental

The simultaneous development of the scientific and technological fields along with the culture can greatly improve the people's intellectual levels. There is a growing need to increase the efficient use of the country's scientific and technological potentials, study and apply the world's modern scientific and technological achievements and at the same time formulate mechanisms and policies aimed at encouraging innovation, employing talents

and stepping up the application of scientific and technological advances. Environmentalprotection is the responsibility of the political system, the society and every citizen. Closely

development.

and
promote all potentials and creative capabilities of intellectuals to create intellectual resources and talents for the country. Build a contingent of talented businessmen and managers who are socially-responsible and devoted to the country and the nation. Pay attention to educating and fostering younger generations who can succeed

the revolutionary cause of the Party and the nation. Implement gender equality and act for the advancement of women. Pay appropriate attention to the interests of other strata of the population and promote their capacities . Assist compatriots residing overseas to stabilize their lives, preserve national identity, strictly observe the law of resident countries, look towards the Fatherland and actively contribute to national construction. Implement
a
policy
of
equality,
unity,
mutual respect and assistance among ethnic groups, create conditions for all ethnic groups to develop together and contribute to the common development of the community of Vietnamese ethnic groups. Preserve and promote the cultural identities, languages, and fine traditions of all ethnic groups. Combat tendencies towards ethnic discrimination

division.
Socio-economic
policies must conform to specific characteristics of regions and ethnic groups, especially minorities. Respect and ensure the people's rights to freedom of belief and religion in accordance with the law. Strictly combat and handle all violations and abuses of freedom of belief and religion against the interests of the Fatherland and people. 3. The objectives
of national defense
and
security are to firmly safeguard the Fatherland's independence, sovereignty, unity and territorial integrity, protect the Party, the State, the people and the socialist regime, maintain peace and national security, political stability, ensure ensure national

social order and safety; proactively prevent and defeat all schemes of hostile forces against the revolutionary cause of our people. Strengthening
the
national
defense
and
firmly maintaining national security, social order and safety are essential and regular tasks of the Party, the State and the entire people, particularly the People's Army and People's Public Security. Build a national defense disposition, closely combined with the people's security disposition. Develop people's war military guidelines and strategies, and people's security theories and sciences .
Proactively
enhance
international
cooperation in national defense and security. Stability and sustainable development in all aspects of socio-economic life constitutes the solid foundation of national defense and security. Socio-economic development should go hand in hand with national defense and security. Combine economics with national defense and security and vice versa in each socio-economic development strategy, and in each locality.
Build a modern, well trained revolutionary People's Army and Public Security forces, loyal to the Fatherland, the Party, the State and the people. They have to be trusted and loved by the people. Build the People's Army with a rational number of regular soldiers with high combating capacity, and large and powerful forces of reserve troops and militia . Build the comprehensively strong People's Public Security Forces; combine full-time and part-time forces, law enforcement agencies

national security protection. Pay attention to improving revolutionary quality and political, professional and technical qualifications for officers and soldiers of the armed forces; ensure living conditions, both material and spiritual, in conformity with operations of the People's Army and Public Security Forces in the new conditions. Solidify the national defense and security industry and ensure that the armed forces are equipped with gradually-modernized techniques and weapons . Enhance the Party's
absolute
and

leadership in all aspects and the State's centralized and unified management over the People's Army, Public Security Forces, and the national defense and security. 4. Consistently implement a foreign policy of independence, self-reliance, peace, cooperation and development; diversify relations and actively integrate
into
the
international
community;
enhance the country's position; strive for a prosperous and powerful socialist Việt Nam ; be a reliable friend and partner and a responsible member contribute
of to
the
international
peace,
national
community,
independence,
democracy and social progress in the world. Cooperate with all countries on the principles of equality and mutual benefit and on the basis of the fundamental principles of the United Nations Charter and international law.
Consistently support communist workers' parties and movements for social progress in the

struggle for the common goals of the era; expand relations with left-wing parties, ruling parties and other parties in order to ensure national interests and maintain independence, self-reliance, peace, friendship, cooperation and development.
Enhance mutual understanding, friendship and cooperation between the Vietnamese people and the people of other countries in the world. Strive together with other countries of the Association of Southeast Asian Nations (ASEAN) to build Southeast Asia into a region of peace, stability, cooperation and prosperity.

SOCIO- ECONOMIC DEVELOPMENT STRATEGY FOR 2011-2020
I - NATION'S SITUATION AND INTERNATIONAL CIRCUMSTANCES 1. Nation's situation During the 10 years of implementing the 2001-2010 Socio-economic Development Strategy, we seized on the opportunities,
advantages
and overcame many difficulties and challenges, especially the negative impacts of two regional and global financial-economic crises . We were able to obtain important achievements, and uplift the country from the era of underdevelopment into the group of developing countries with average income . Many key targets of the 20012010 were fulfilled, gaining new development steps in both productive force and relations of production. The economy grew rapidly at an average rate of 7.26 percent per year. In 2010, GDP per capita reached US$ 1,168 . The economic structure moved along a positive direction. The socialist-oriented market economy institution continued to be built and perfected . Cultural and social areas saw many important achievements, especially in hunger elimination and poverty reduction. People's material and spiritual life improved and democracy in the society continued

to expand . The politics and society was stable and national defence and security was maintained . Foreign relations and international integration were implemented effectively on a wide scale, contributing to the creation of a peaceful and stable environment and the acquisition of resources for national development. The

saw
many
changes .
Our
country's position and power was strengthened . Việt Nam's position in the international arena was enhanced, creating important premises to speed up the process of national industrialisation and
modernisation
and
improve
people's
living standards . Those
above-said
attributed to our
achievements
can
be
success in mobilising the
strength of the nation, the outstanding efforts, dynamism and creativity of the people, army, business circle and the political system as well as the effective management and control of the State under the sound leadership of the Party. However, those achievements do not match the country's potential. Economic development is
not
sustainable.
The
growth
quality,
productivity, effectiveness and competitiveness of the economy are still low. The macro- economic balances are not strong and electricity supply did not meet the demands. Planning work and the mobilisation and use of resources was inefficient and saw many limitations . The investments were scattered. State management of enterprises met with shortcomings in
exercising ownership in
State-owned enterprises. Economic growth still

depended on extensive
development factors
and was slow to shift to in-depth development. The faults in cultural and social areas, especially in education, training and health care were repaired very slowly; the morals and the way of living of a part of the society were degraded . In many places, the environment was polluted; the management of land and natural resources was not good, their exploitation was ineffective, and the land policies had undesirable elements . The market economy institutions, the quality of human resources and infrastructure still pose problems that can hinder development. The solid foundation that will launch Vietnam as a modern industrialised
nation
had
not been
formed
completely. There are still dormant factors that could cause political and social instability and threaten national sovereignty. The
above-mentioned
limitations
and
shortcomings were partially due to objective reasons, including new unprecedented problems, which arose during the transformation into the socialist- oriented market economy, but subjective reasons
should
still
shoulder
most
of the
blame. The thinking regarding socio-economic development and the mode of leadership of the Party were slow to reform, and thus unable to meet the country's development requirements; the mania for achievements was rampant, there were many shortcomings in the legal system. Law enforcement was not strict. State management was
weak; the
apparatus was
cumbersome
and a part of cadres and public employees did

not meet the standards both in capacity and quality. The organisation of implementation was unproductive, the phenomena of "discrepancy between statements and actions" still existed;

effective changes were not made in dealing with key domains and urgent social problems; the right to mastery of the people was not fully exercised; . disciplines and order were lax and corruption and wastefulness were serious problems.
From
the
development
realities and
of
the
country's

achievements
in
implementing the 10-year Strategy, we can draw out major lessons, which are as follows: Firstly, develop democracy, wake up the combined power of the nation as
a whole,
combine national power with the era's power, and mobilise and effectively use every resource for national development . Secondly, attach special importance to quality, effectiveness and sustainability of development to ensure the stability of macro economy, and solve the
relations

2. International circumstances The country enters a new strategic period whenthe world is seeing many rapid, complicated and unforeseeable changes. In the next decade, peace,

continue to be a major trend, but ethnic and religious conflicts, the fight for natural resources and
territory,

and
trans-national
crimes may increase together with other global problems like poverty, epidemics, climate change and natural disasters, which will force nations to work out policies and coordinate their actions. The Association of South East Asian Nations (ASEAN) has entered a period of new cooperation under the ASEAN Charter, building the ASEAN Community on three pillars: politics-security, economy, culture-society. Its cooperation with its partners will continue to be developed and deepened . ASEAN has been strengthening its central role in forming regional structure, and also facing new challenges. The

After the global financial-economic crisis, the world will enter a new period of development. The power balance among economies and the global development situation will see changes with the new appearance of new linkages. The position of Asia in the world economy is rising; the strong development of a number of countries in the region in the context of deep East Asian integration and free trade agreements implementation will open up a large market and create fierce competition . The restructuring of economies and adjustment of global financial institutions will take place
along with new
advances in science and technology and the economical use of energy and natural resources. On the other hand, the crisis has also left heavy consequences: protectionism is on the rise again and has become an obstacle for international trade. Although the world economy has started its period of recovery, there are still many difficulties and instablities. The adjustment of policies of nations, especially big ones, will impact our country.

During the past five years, the world has seen complicated and unpredictable developments . Although peace, co-operation and development remained a major trend, conflicts,
terrorism,
local
wars,
socio-political
armed
instability,
and sovereign and territorial disputes continued to occur in many places. Natural disasters, energy environmental epidemics, crisis, pollution, and climate
change have become
serious issues on a global scale. The financial crisis that originated in the United States has spread out to become a global financial crisis and economic downturn. During the
period
after
the
10th
Party
Congress, the country has developed in a favorable manner and become a member of the World Trade Organization (WTO) .
However,
since the end of 2007 and early 2008, the country's economy and the people's lives have faced numerous difficulties. Hostile forces continued their sabotage acts, stirred up subversive unrest, and intensified the "peaceful evolution ." In this context, our entire Party and people have strived to
avert difficulties and challenges, recording
important achievements in fulfilling objectives and

tasks adopted at the 10th Party Congress, even though we stillface many shortcomings and weaknesses that need to be addressed.
A - ACHIEVEMENTS 1. The economy has overcome numerous difficulties stability

economic growth rate
was
posted at 7 per cent annually during the past five years. Total social investment capital was 2.5 times higher than that of the 2001-2005 period, accounting for 42.9 per cent of GDP. Despite the global financial crisis and economic downturn, our country has attracted foreign investment capital at a high level. ' In 2010, estimated GDP by current price was US $ 101.6 billion, 3.26 times higher than that of 2000; the average GDP per capita was US $1,168 . Most sectors and areas of the economy have recorded satisfactory developments. The

stable development of agriculture, especially food production has ensured national food security. The rural economy and farmers' lives have been further improved . The focus on investment to building rural infrastructure, developing new breeds of high quality and productivity, and developing industrial complexes, trading villages and home crafts, etc has produced positive effects on production, job creation, hunger eradication . and poverty reduction . Industrial products have been more plentiful and diverse. The quality has improved greatly while the level of competition has also increased, thus ensuring supply and demand

economy,
firmly upholding
domestic market share and expanding export markets. There have also been investments in a number of new industries and high-tech sectors. The
services
sector
has
experienced
stable
growth rate. Economic structure has further been shifted towards the line of industrialization and modernization. Labor structure has also been positively shifted.¹

Việt Nam's 2008 HDI increased to 0.733 from 0.683 in 2000 , ranking 100th out of 177 countries and belonging to the medium group. Việt Nam accomplished six out ofeight groups of Millennium Development Goals that the UN set forth for developing countries by 2015 .

The task of building ethics for cadres, Party members and people has been further emphasized; through some guidance, there have been initial results in the campaign of "Studying and following Hồ Chí Minh's moral example", attached with the task of Party building and rectification; the fight against "peaceful evolution" and the rejection of wrong perspectives and hostile forces ' propaganda have been carried out more proactively. Information communication and activities, press and publishing work have been adequately guided; due attention has been paid to the prevention and correction of deviations, especially acts deviated from goals and mottos . External communication work has been intensified . The majority of cadres, Party members and people were pleased and confident in the Party and State, the renewal process and the prospect for development of the country. Positive thinking remains prevalent in social life .

has
received adequate guidance from the Party's committees and Party organizations ; problems related to the political backgrounds have been further dealt with and special attention has been given to studying and dealing with current political issues. The Party's examination and supervision work has been given due attention and

efficiency improved . The Party's committees at all levels have successfully directed the inspection of implementation of the Party's resolutions and directives, projects and programs, land use and management, investment in capital construction, fight against corruption and wastefulness, thrift

B -SHORTCOMINGS AND WEAKNESSES 1. Economic development is not sustainable yet;
quality,
efficiency
and
competitiveness
remain low and incommensurate with potential, opportunities and development requirements of the country; certain targets have not been reached. Economic growth has been fuelled mainly by increased investment and exploitation of

natural resources; the macro-economic balance is not stable. Manufacturing and processing industries developed slowly; outsourcing and assembling work still represent a large share . Economic
structure
among
industries
and
areas has positively shifted, but at a slow pace. Structure within each industry has not been fully balanced . Labor productivity remains very low in comparison to other countries in the region. National competitiveness has slowly improved . Investments are still scattered widely. Efficiency of investment capital use is low and there has been a waste and loss of investment capital, particularly
that
of the
State.
Infrastructure
system has developed slowly, especially in ethnic minority areas. Quality ofmany basic construction projects
remains
poor.
The
management,
exploitation and use of natural resources is inefficient and wasteful . Illegal exploitation of forests and minerals is still prevalent and timely measures are yet to be taken to put an end to the problem. Gaps in development levels between regions are big and still widening . Targets of economic growth (GDP) and economic structure shifting set by the 10th Party Congress have not been reached.¹

Regarding sector proportion within GDP, industry and construction is 41.1 per cent (target was between 43 and 44 per cent) ; services is 38.3 per cent (target was between 40 and 41 per cent); agriculture is 20.6 per cent (target was between 15 and 16 per cent)..
Adequate attention has not been paid to the factors which ensure socialist orientation of the market economy. Certain State economic groups and
enterprises
still
grapple
with business
losses, sparking pressing concerns in society. Directions to renovate and develop collective economy, State-run farms and afforestation yards have been slow; the quality of making and implementation of development plans in certain sectors and regions, especially in land and
minerals
use
planning,
remains
poor,
thereby causing waste and big losses . Confusion, loopholes and inadequate control have been seen in market management, especially in real estate and financial markets, leading to speculation and illicit enrichment for certain people; distribution policies remain irrelevant. 2. There are still many shortcomings and weaknesses in the fields of education and training,
science
and
technology,
culture,
social affairs, and the environment, leading to pressing concerns in society. The quality of education and training has failed to meet the requirements of development, especially that of high-level human resources training; there has not been a vigorous shift in education and training to meet the demands of the society. The relationship between increasing the quantity and scale and improving the quality and between teaching and educating people have not been properly maintained . Programs, contents, teaching and learning methods remain obsolete;
education
structure
has
not
been

reasonable between various educational domains; the quality of comprehensive education has declined and failed to meet the requirements of industrialization and modernization . Confusion remains in the State governance of education. The trend of commercialization and the decline of morality in the education sector have been slowly fixed with poor efficiency, becoming a pressing concern for the society.
Science
and technology have
not really
become driving forces and are yet to be closely linked to socio-economic development objectives and tasks . The market for science and technology remains primitive . We are yet to create an effective connection between research, training and business and production. Investment in science and technology remains low and has not been used effectively. The achievements recorded over the five years' implementation of the Resolution of the 10th National Congress have made significant contributions to the successful execution of

the ten years' implementation of the 2001-2010 Strategy for Socio-Economic Development and the twenty years' realization of the Political Program for National Construction during the Period of Transition to Socialism. The ten years' implementation of the 20012010
Strategy for Socio-Economic Development has in reality sped up industrialization and modernization, developed the socialist- oriented
market economy and international integration, leading to very important achievements. The economy has grown rapidly, with an average rate of7.26% per year. 1. Strengthen the Party politically
Be persistent in Marxism- Leninism, Hồ Chí Minh Thought, creatively apply and develop those theories in line with the situation in Việt Nam; be persistent in the objective of national independence and socialism . Improve political firmness, intellectual level
of the Party and
each official and Party member,
particularly
key leading cadres at all levels. Be persistent in policies of renewal and fight against dogma, stagnation and subjectivism, and impatience to avoid renewal without principles. Institutionalize and effectively implement the 11th National Party Congress's Resolutions . Cohesively
connect
the
tasks
of
economic
development as the core, Party building as the key and culture development as the spiritual foundation of society.
2. Improve the quality and efficiency of ideological and theoretical work
Improve theoretical study and review of reality; clearly define some issues with regard to the ruling party, socialism, path to socialism in our country and newly emerging issues in renewal process; constantly develop theories, set appropriate policies and guidelines to meet the requirements of national development; overcome shortcomings and weaknesses in theoretical study
work.

Maintain an important, regular and longterm work of cadres and Party members, Party cells and organizations, and various strata by learning and following Hồ Chí Minhs moral example. Each official and Party member has to constantly build up revolutionary ethics, setting an example of ethics and lifestyle. Senior cadres must set good examples for their juniors and the people . Cadres and Party members must enhance their sense of responsibility to the Homeland, the Party and the people, dedicating their service to the Homeland and the people. Party organizations must create favorable conditions for Party members to produce efficient and qualitative work and contribute to the overall development of the country. Criticism and selfcriticism in Party activities need to be practices. Effectively implement "Regulation on mass mobilization" in political system; reform and improve quality of mass mobilization
work;
periodically collect comments from the people on ethics of cadres and Party members. Strictly deal with all cadres and members who violate regulations on responsibilities, ethics and lifestyle .
