CATALOG OF POSTAGE STAMPS OF REPUBLIC OF SRPSKA 1992-2007 Poste Srpske dedicates great attention to issuing postage stamps, and this is a reason why in this year we have prepared for our collectors in one book unique publication of postage stamps issued during the years 1992-2007. This Catalogue contains information on all issues of postage stamps and postcards of Republic of Srpska. Having in mind the fact that in last year we have issued philatelic manual where we have catalogued all issued deinitive, commemorative and charity stamps, it is logical that our subsequent step is this complemented issue of Catalogue. Since admirers of our stamps include both philatelists of Republic of Srpska and abroad, we have also issued Catalogue of Postage Stamps 1992-2007 in English language. In this manner, Poste Srpske will be present on all philatelic maps in the World. It is important to emphasis that in this year, Poste Srpske has re-designed philatelic web presentation

wwww.ilatelija.rs.ba where you can see all the issues of postage stamps of RS in more stylish and descriptive manner. We will try to issue each year supplement to Catalogue where all the issues from previous year will be catalogued. In this manner we will continue to be present in the world of philately. In the next supplemented Catalogue you will have the opportunity to see philatelic issues of 2008 and Poste Srpske intends to continue its friendly relationship with philatelists.

INTRODUCTORY NOTES This Catalogue of Postage stamps of RS includes all deinitive, commemorative and auxiliary issues of stamps, and charity stamps and postcards of RS issued from 26.10.1992 to 31.12.2007. Issues have been classiied according to the chronological order, i.e. according to the issuing dates. For every issue in Catalogue following information is provided: date of issue, type of issue, name, artistic realization, printing technique, name of printer, type of paper and rubber, perforation, size, sheet, expiry date, catalogue number, face value, circulation, quotation, motif, and potential remarks.

(10 x 10) with artist’s signature (graver) prices are shown only for these stamps in pairs (with or without the artist’s signature). Remarks of certain issues contain review of characteristic errors (without quotations), as well as warning on existence of forgeries. Review of all errors (with quotations) is not the aim of this Catalogue, but Special-Catalogue of Postage Stamps of RS. All postcards of Republic of Srpska have been cataloged according to the identical criteria as issues of postage stamps.

Circulation of stamps is provided on the basis of information from oicial Decision on sale for each issue of JP PTT Republic of Srpska, Srpska Posta, i.e. Posta Srpske. Original Decisions on Sale of certain issues from war period have not been preserved, and information on their circulation have been taken from packing lists of printing houses that used to print these issues. All quotations of stamps and postcards in Catalogue are shown in Euros (EUR). According to the oicial exchange rate of Central Bank of BiH from 01.06.2006, parity of EUR and BAM was 1EUR = 1,95583 BAM. Catalogue prices of mint stamps are shown in irst column, and prices of cancelled stamps are shown in second column next to the stamp’s catalogue number. Quotations for mint stamps refer to the stamps which are undamaged with all teeth fully intact and intact gum, while quotations for cancelled stamps refer to the stamps which are undamaged with all teeth fully intact, and clear postal stamp with visible date and name of post oice. For all stamps from sheets 8 + vignette (3 x 3), 20 + 5 vignette (5 x 5) or 24 + vignette there are special quotations for stamps with vignette, while for the stamps in sheets of 25 (5 x 5) or 100

FACTS ABOUT REPUBLIC OF SRPSKA Republic of Srpska is one of two constitutive entities of Bosnia and Herzegovina. It has been founded on January 9th 1992, and internationally recognized by Dayton Peace Agreement on November 21st, 1995. According to the statistics, territory of Republic of Srpska covers 25.053 square meters, but in the practice that surface is a little bit smaller (for about 500 square kilometers), because of the proclamation of Brcko District of Bosnia and Herzegovina on May 8th , 2000. On that occasion, one part of the territory of Republic of Srpska was annexed to the District. Relief is predominantly mountain, and in the north (along Sava River) and in the central part of Herzegovina there are fertile ields. As there has not been registration of population of Bosnia and Herzegovina since 1991, it is presumed that today in the Republic of Srpska there are about 1,6 millions of people in more then 420.000 households, which are mostly orthodox. Average population density is 65 citizens per square meter. Administrative, industrial, cultural, economic and political center of Republic of Srpska is Banja Luka (about 220 thousands of citizens). In the Serb Entity of Bosnia and Herzegovina there are attractive winter tourist centers (Jahorina, Kozara), one of the last rainforests in Europe (Perucica), the highest mountain peak in Bosnia and Herzegovina (Maglic – 2.386 meters), and many spas (Laktasi, Slatina, Mljecanica, Kulasi, Vrucica, Dvorovi, Vilina Vlas, Crni Guber). There are also important orthodox monasteries (Gomionica, Mostanica, Liplje, Papraca, Lovnica, Tavna, Dobrun, Tvrdos, Dobricevo), and the last one is from XIII century. Oicial languages in Republic of Srpska are Serbian, Croatian and Bosnian, oicial alphabets

are Cyrillic and Latin, and currency is convertible mark (BAM), and parity is 1Eur = 1,95583 KM.

POSTAL STAMPS OF REPUBLIC OF SRPSKA Until the end of October 1992 legal postal stamps of Federal Republic of Yugoslavia were used for franking postal items in the post oices of Republic of Srpska. In October 1992, irst set of stamps with the title Republic of Srpska was published. This was auxiliary edition of 11 valuables, later called Banjaluka Provisorium, and they were made with overprint on definitive stamps of Federal Republic of Yugoslavia. This edition was used for franking postal items only in the Western part of Republic of Srpska (on the territory that was under control of the Enterprise of PTT Traic Krajina – Banjaluka), and in other PTT Enterprises until the start of 1993, stamps of Federal Republic of Yugoslavia were used for postal manipulation, which were requested from the Main Depot for Postal Stamps and Valuables of PTT Serbia in Belgrade. First authentic edition of postal stamps of Republic of Srpska – known among the philatelists as First Gusle – was released in sale on January 11th 1993. In June 1993 appeared irst so-called commemorative edition dedicated to the referendum of Serbian people in Republic of Srpska about Vance Owen Peace Plan. Edition Referendum was made of three deinitive stamps from the edition First Gusle, with new nominal value (in inlator dinar) and titles Referendum and 15-16.05.93. Having in mind that value of these stamps was devalued because of very fast inlation, they were used for franking postal parcels for about month and a half, so original letters with the stamps of Referendum are very rare and very valuable for every philately collection of Republic

of Srpska. First real commemorative edition of postal stamps of Republic of Srpska was on January 9th 1994. It was one stamp dedicated to the Day of Sovereignty of Republic of Srpska, with the motif of fresco of Saint Stefan. With this set, commemorative editions started to dominate, and 6 to 14 editions were published yearly, and one or two deinitive editions. In the end, in this short review, we would like to say something about speciic case of the edition known by philatelists as Local edition Doboj. Ten overprints of this subsidiary edition were released in the territory covered by the Enterprise of PTT Traic Doboj, and all that was done without authorization from the JJP of PTT Traic of Republic of Srpska. Reason for this action, explained by director of the Enterprise of PTT Traic Doboj was lack of stamps for franking parcels in the spring of 1994. Since many appeals for urgent delivery of stamps from the Main Depot for Postal Stamps and valuables in Sokolac, were not met, director of PTT Enterprise of Republic of Srpska in Doboj (in his own initiative) authorized overprinting of useless definitive stamps in inlator dinars from the Depot of the Enterprise of PTT Traic in Doboj, and released it on the territory covered by this PTT Enterprise. Having in mind the fact that releasing in sale of Local Edition Doboj was made without approval of Directorate of PTT system in Sokolac, until today there was only a few

documents in connection with these ten overprints. Decision about releasing in sale of this edition never existed, and according to the saved documents, it can be concluded that these stamps circulated on the territory covered by the Enterprise of PTT Traic Doboj from July 4th until October 6th 1994. Today we can say that Doboj Stamps were used for franking in posts 74101 Doboj, 74400 Derventa, 74450 Bosanski Brod and 74480 Modrica, and there are some signs (but without some evidence) that they were used in the postal network units of parent posts in Doboj and Modrica. After indings of these “illegal overprints” by the Inspection of JJP of PTT Traic of Republic of Srpska, all unused stamps were withdrawn from the circulation and in presence of Commission burnt in the Banjaluka Factory Incel on February 22nd 1995. During mentioned three months 50.656 stamps of “Local edition Doboj” were used, and from this number philatelists saved 11.400 stamps which were not canceled (it is possible to make complete sets of only 1.050 out of this number) and 1.800 stamps with multiple overprints. Although 37.000 of Doboj Stamps were aixed to the letters, today we know only about 6 authentic letters and 3 letters which are not conirmed. Only because of this fact, letters with these stamps are rarity in philatelic world. Lets mention that (in this moment) in the philatelic market circulates more than 250 fake letters with these stamps, and all “letters” with this edition which appeared until now at many auctions – are the forgeries.

Notes: Stamps from this edition were used for franking exclusively in the area of responsibility of Post Oice “Krajina” – Banja Luka… Depending on the spot, which marks the beginning of the word “Srpska”, there are three types of overprints: type I – word “Srpska” begins under the letter E in word “Republika”, type II - word “Srpska” begins under the letters EP in word “Republika”, type III – word “Srpska” begins under the letter P in word “Republika”… This edition contains large number of errors in shapes of dislocated, twisted, partial, double and multiple imprints, originated during printing process… Also, there are forged overprints detected on stamps – cat. no. 002, 003, 007, 009 and 011, as well as many forged letters … Attest (certiicate) is mandatory for stamps and letters…

Consumed Editions After the break-up of SFRY, old editions of Yugoslavian postcards (with motives of postal carriage and horn) remained in use in the largest part of Republic of Srpska. Postcards were labeled with valid postage stamps, computer stickers or special stamps for cash payments. Due to the interruption of postage traic that occurred in western parts of RS during May and June of 1992, PTT company’s branch oice in Bijeljina established co-operation with Postal center 11200 Belgrade and acquired postage stamps and sets from postal company PTT Serbia. First, they acquired Yugoslavian illustrated postcards with imprinted stamp, with denomination of 32 Dinars. However, due to the enormous inlation they lost their value. Mentioned postcards were used as (so-called) «non-durable edition». In the beginning, valid Yugoslavian stamps were labeled over imprinted stamps, and later the same was done with Republic of Srpska stamps. In 1993 PTT Bijeljina acquired Yugoslavian illustrated postcards with imprinted stamp «A». In 1997, postage stamps depots were closed down in all PTT branch oices. Main depot was formed in Banja Luka and all postage stamps and sets were transferred to the biggest RS town. In the beginning of March 2001, largest amount of ordinary and illustrated postcards, held on-stock at Main depot in Banja Luka, were corrected by pen. Old denominations were crossed-out, while valid regular stamps were labeled next to the correction. Republic of Srpska postal company sent a memo (number: 01-07-483/2001 from 12.03.2001) to all post ofices on RS territory to act according to the above-mentioned instructions in reference to postcards, previously acquired from the depot. By releasing irst RS postcards in 2002, old Yugoslavian postcards were not withdrawn from postal traic, they remained in use until supplies were spent.
