FOREWORD Wholesale Prices in Philadelphia, 1852-1896, is the last of the series of detailed studies of monthly prices in the Philadelphia area. The entire period covered by the whole series is 1720 to 1896, but unlike the treatment of the Colonial, Revolutionary, and pre-Civil War periods an interpretation of price behavior for the decades following the Civil War is not undertaken. Instead, with the hope of aiding future work in price history, the basic statistical materials are presented in two forms. In this publication, the original prices for each commodity or grade of commodity are expressed in terms of relatives, based on the average monthly prices between 1881 and 1885. On each table are given the unit of sale and a factor by which the relative price can be converted into dollars and cents. There are in all 416 commodities or grades of commodities, some of which cover only part of the period. These reduce to 251 separate series with continuous monthly prices for the entire 45 years. In addition to these relatives of 251 commodities, a supplementary section with the absolute prices of a selected list of 92 commodities is here mad^ available for ease in reference by students of price history to similar materials in other publications. The selection of the commodities for the series of absolute prices was made on the basis of accessibility in published form of other monthly prices for the years before and after the period covered by this study. For instance, it was decided to include as many as possible of the Philadelphia commodities for which absolute prices were published by Arthur H . Cole in his summary volume Wholesale Commodity Prices in the United States, 1700-1861 insofar as these could be continued. Similarly, commodities included in the wholesale prices of the Bureau of Labor Statistics for the first half of the 1890's were obvious choices for presentation in absolute form. In addition to the series which either

continue the commodities available in earlier periods or allow for the introduction of items that became important later, a small number of articles have been selected for their special economic significance in the post-Civil War years. The main source of original prices from 18 52 to 1896 was the Philadelphia Commercial List and Price Current which had continued under various names from 1827 and had been the chief source of prices in the three decades before the Civil War. As in the previous price studies, other newspapers, merchants' accounts, trade papers, and private source materials were consulted to fill in gaps, to verify changes in the grading of commodities, and to confirm or explain sudden or extreme changes in price behavior. It might be assumed that, in compiling wholesale price series for the years since the Civil War when specialized market reports, farm journals, and trade papers were expanding both in number and coverage, problems of gaps and missing commodities would rarely occur. But some records are discontinuous and some are not always available. For instance it is difficult to find a substitute for as extensive a list of items as the Philadelphia Commercial List and Price Current carried when no copy of it could be found for such a year as 1889. Once it was certain that a copy could not be found in the Library of Congress or other likely repositories, prices from Philadelphia papers including The North American, The Philadelphia Inquirer, the Ptiblic Ledger, and the Weekly Press were culled and supplemented by such trade publications as the Fur Trade Review, Iron Age, the Journal of Commerce, and finally by a number of New York papers. A complete list of such source material for prices actually used in the final tables is given in Appendix A. Those consulted solely for purposes of verification are omitted from this list. More serious than the reliance upon varied sources for particular commodities or years was the dual currency of the Civil War years. In much of this period prices of all commodities of domestic origin were, of course, quoted in the currency of the times, which during the Civil War and the following years includes the era of Greenback Inflation. Some imported commodities, on the contrary, though usually quoted in gold in the newspaper lists, were often changed back and forth from one

currency to another without any indication of a shift in the basis of quotation. In fact, the marking of currency (cu) or gold (g) beside a price quotation seldom could be accepted as a guide to separate the currencies, especially as some market reports routinely continued a heading once set up without reference to the figures which followed. As long as the premium on gold was high, a change in the basis of quotation could be detected by observation or by conversion on the basis of the known premium on gold. Such methods by mere observation would be far from convincing at times of rapid price change and would not have been helpful for most of the period; thus in addition to the inspection of each item, it was necessary to compare with other sources both in Philadelphia and nearby coastal cities. Finally a complete check of the absolute prices of imported commodities was made to the Commercial and Financial Chronicle or the New York Shipping List which, though affected by erratic shifts in the currency on which the quotation rested, as were the Philadelphia price lists, often made such changes at different times. It should not be assumed that the period for which such changes in the form of quotation lasted was uniform for all commodities. For instance, Honduras logwood, one of the earliest items quoted in specie, reverted to a paper currency basis after January 1875. On the other hand, despite the declining premium on gold, Jamaica logwood continued to be cited in specie until December 1879. Attention to specie indications on most of the commodities of foreign origin which it had affected applied to data from the early sixties to the middle seventies. On these, once we were satisfied with the verification of absolute prices, a conversion from specie to the prevailing paper currency values of the period had to be made before the series could be combined or compared with the prices of the much larger list of the commodities of domestic origin. The monthly premium on gold used in this conversion is given in Appendix B. The episode in financing by United States notes with legal" tender power influenced the choice of a base for the construction of price relatives. In fact, the selection of 1881 to 188 5 as a base period was largely determined by the prolonged period fol-

lowing the Civil W a r before specie payments were resumed in 1879. Using this stretch of five years, near the middle of the period, the series of relatives presented in this volume provide an overlap of ten years upon the preceding price series published in Wholesale

to 1S61 a n d a similar
overlap at the end of the period with the prices available after 1890 f r o m the publications of the United States Bureau of Labor Statistics. For purposes of constructing relatives, in this era of progressive refinements in grading, it was frequently necessary to assemble all the various grades quoted for a commodity and combine them into a "commodity g r o u p " which would be useful in continuing the unspecified or general grading of early years. Illustrations of the problem of maintaining a continuous series despite increasing refinements of grading may be found for many major commodities. Thus, wheat for which no gra,des had been specified before 1827 was quoted by regions of growth, such as Pennsylvania and Western f r o m 1827 until 1842, when Pennsylvania red wheat became the prevailing grade in the market. A f t e r 1883, three grades of Pennsylvania red wheat, sold as N o . 1, N o . 2, and N o . 3, were regularly quoted. In addition to these, the relatives of a single grade of white wheat marketed f r o m 1852 to 1885 had to be combined with the three grades of red wheat as a "commodity g r o u p " to continue a general wheat series. In other f a r m products, as in wheat, variations over time result as m u c h f r o m the extension of the area of growth as f r o m refinements in marketing specifications. Few commodities of agricultural origin present as limited a number of problems of terminology as wheat. The terms used in the sale of wool were the result of a gradual evolution in practice to take account of differences in the diameter or length of fiber, breed of sheep, regions of growth, fineness of fiber, and systems of processing. Just as the regions of grazing changed progressively with the continental expansion of agriculture, so the location or relative position of importance in distribution of the early wool markets was modified. In this way, Philadelphia, which before 1870 had been the dominant center in the United States f o r the sale of raw wools, was superseded by the concentration of whole-

salers of wool in Boston. Thereafter, Philadelphia lagged in the adoption of new terminology in its current price reports, if not in the number of grades of wool it dealt in. By 1813, Merino and Merino clean had appeared in the Philadelphia market price lists instead of the unspecified "wool" of earlier years. Later, a diversity of terms such as Spanish Merino, American Merino, full blood, half blood, and other gradations based on the breed of the sheep were in general use. The monthly prices of wools published in Wholesale Prices in Pennsylvania, 1784 to 1861 were based on this grading according to breed. During and for some years after the Civil War, wool grading took account of geographic origin and still later grade terminology came to denote relative fineness of wool irrespective of breed. The changes illustrated above by wheat and wool are comparatively well known. Similar causes, varying in origin, can be said to influence the construction of series for hides, leather, lumber, cotton textiles, tobacco, sugar, and a diversity of other products. For this reason, the footnotes showing all changes in description of the commodity should be regarded as an integral part of each table. Often a grade substituted for one which has been discontinued is not fully synonymous with the earlier terminology. In all such cases, we have tested the use of other grades or a combination as the best means of continuing the early series. A detailed classification of commodities placing them in major groups and subgroups comparable to those used in the previous publication for the period before the Civil War is given on pages xiv to xxxv. One grouping of the commodities has been made chiefly on the basis of the area of the economy in which they are produced. Domestic agriculture is represented by two groups: farm crops, composed of field products; and farm derivatives, composed of products of the milling, baking, meat packing, and dairy industries. For indications of the prices of foreign agricultural commodities in the Philadelphia market we have imported foods, consisting chiefly of fruits, beverages, spices, and raw sugar and molasses. In addition, wines represent a specialized part of processed foreign agricultural products. Industry is likewise characterized by two groups: industrial raw and semi-finished com-

modities such as dyes, chemicals, ferrous and nonferrous metals, and materials for paints; and industrial commodities ready for consumption, which include a diversified list of manufactured articles such as textile fabrics, refined sugar, soap, glass, and spirits. To typify conditions in the forest industries we have grouped pine, hemlock, spruce, poplar, and walnut boards with shingles and staves under lumber, and pitch, rosin, tar, and turpentine under naval stores. Two other important sectors, fishing and trapping, are designated by the groups of fish and furs. A second classification, more detailed than that of the nine major groups, has been used as a supplement. For this purpose we adopted the grouping suggested by the International Scientific Committee on Price History which roughly parallels that used by the United States Bureau of Labor Statistics in its studies of wholesale prices. As we have used it without a house furnishings group but with one of spirits and wines, it consists of eleven main groups, some of which are subdivided, making a total of twenty-five groups and subgroups. Fish, furs, and wines remain the same as in the previous classification. Some of the subgroups, such as grains or beverages, represent portions of one of the major groups, while others, such as condiments, pull together commodities from two or more of the major groups. We are indebted to the Committee on Research in Economic History, Inc., Arthur H . Cole, Chairman, for their interest and contribution of funds to make available the 92 selected series of absolute prices referred to above. The goal of the price historian in preparing absolute figures, is to give a summary of monthly prices of the most important grade of a commodity in as nearly the original form of the source data as possible. The format of the absolute prices differs from the original in all the cases in which the unit of sale changed. Navy bread, copperas, lard, pig lead, and sal soda, sold at times in pounds and at others in hundredweights, have been converted throughout to a uniform unit. Clover seed by the pound and bushel has been converted to bushels of 64 pounds. In the same way lard has been converted to barrels of 100 pounds; chestnut and Spanish oak bark appear in the price lists in tons and at times in cords, the two terms being synonymous in the period of this study. N o changes have been made in the

unit of sale of codfish which was packaged by the quintal of 112 pounds, nor in the "pack" of Liverpool ground salt of 200 pounds in which the unit of sale was uniform throughout the period of this study. Commodities sold by the keg differ in weight from 25 pounds for gunpowder to 100 pounds for potashes. In all cases the price given is for a uniform weight for the same article throughout the period. Both sets of tables carry the unit of weight for each commodity. A number of price series will not be included in the publication of either the relative or absolute prices, but will be available for consultation. These include a long list of drugs, some textile fabrics such as certain grades of sheetings and prints, some grades of raw cotton and raw wool in addition to the complete list from our main source, Philadelphia Commercial List and Price Current. In this same category of materials unpublished but accessible to scholars for reference, are the combinations of commodities into groups and subgroups weighted according to their importance in the decade 1880 to 1890. These summary groups have been carefully considered as the basis for continuing similar groups in earlier publications of the Philadelphia price series. As it is unlikely that the interpretation for which the original combinations were designed can now be made, it is assumed that the original series selected for publication at this time will be more generally useful to students of prices than would be the summaries designed and totalled for a specific purpose. Though all the materials, both original and summary, will be accessible to scholars for direct consultation, we are forced to emphasize that we have not the facilities to reproduce parts of the series at the request of users. The maximum that we can promise is the use of the series for direct consultation. These studies of commodity prices in the Philadelphia area, which this source book for the years 18 ί 2 to 1896 completes, owe their start to the late Edwin F. Gay of Harvard who, on behalf of the International Scientific Committee on Price History, invited Anne Bezanson and her associates of the Industrial Research Department to participate in the studies being started in Europe and parts of the United States.
