INTRODUCTION
TheRacingRulesof Sailingincludestwomainsections.Thefirst,Parts 1–7,containsrulesthataffectallcompetitors.Thesecond,AppendicesA–P,providesdetailsof rules,rulesthatapplytoparticularkinds of racing,andrulesthataffectonlyasmallnumberof competitorsor officials.
Revision The racing rules are revised and published every four years by the International Sailing Federation (ISAF), the international authority for the sport. This edition becomes effective on 1 January 2005. Marginal markings indicate important changes to Parts1–7andtheDefinitionsof the2001–2004edition.Nochanges are contemplated before 2009, but any changes determined to be urgentbeforethenwillbeannouncedthroughnationalauthorities andpostedontheISAFwebsite(www.sailing.org).
ISAFCodes TheISAFEligibility,AdvertisingandAnti-DopingCodes (Regulations19,20and21)arereferredtointhedefinitionRulebut arenotincludedinthisbookbecausetheycanbechangedatanytime. New versions will be announced through national authorities and postedontheISAFwebsite.

Terminology A term used in the sense stated in the Definitions is printedinitalicsor,inpreambles,inbolditalics(forexample,racing and racing). ‘Boat’ means a sailboat and the crew on board. ‘Race committee’includesanypersonorcommitteeperformingaracecommitteefunction.Otherwordsandtermsareusedinthesenseordinarilyunderstoodinnauticalorgeneraluse.

Competitors in the sport of sailing are governed by a body of rules thattheyareexpectedtofollowandenforce.Afundamentalprinciple of sportsmanship is that when competitors break a rule they will promptlytakeapenalty,whichmaybetoretire.

Aboatorcompetitorshallgiveallpossiblehelptoanypersonorvessel indanger.
1.2
Life-SavingEquipmentandPersonalBuoyancy
Aboatshallcarryadequatelife-savingequipmentforallpersonson board,includingoneitemreadyforimmediateuse,unlessherclassrules makesomeotherprovision.Eachcompetitorisindividuallyresponsibleforwearingpersonalbuoyancyadequatefortheconditions.

FAIRSAILING
Aboatandherownershallcompeteincompliancewithrecognized principlesof sportsmanshipandfairplay.Aboatmaybepenalized under this rule only if it is clearly established that these principles have been violated. A disqualification under this rule shall not be excludedfromtheboat’sseriesscore.

ACCEPTANCEOFTHERULES
Byparticipatinginaraceconductedundertheseracingrules,each competitorandboatowneragrees

tobegovernedbytherules;
(b)
to accept the penalties imposed and other action taken under therules,subjecttotheappealandreviewproceduresprovided inthem,asthefinaldeterminationof anymatterarisingunder therules;and

withrespecttosuchdetermination,nottoresorttoanycourtor othertribunalnotprovidedintherules.

DECISIONTORACE
The responsibility for a boat’s decision to participate in a race or to continueracingishersalone.

BANNEDSUBSTANCESANDMETHODS
Acompetitorshallneithertakeasubstancenoruseamethodbanned by the Olympic Movement Anti-Doping Code or the World AntiDoping Agency and shall comply with ISAF Regulation 21, AntiDopingCode.Anallegedoractualbreachof thisruleshallbedealt withunderRegulation21.Itshallnotbegroundsforaprotestand rule63.1doesnotapply.

Therulesof Part2applybetweenboatsthataresailinginorneartheracingarea andintendtorace,areracing,orhavebeenracing.However,aboatnotracing shallnotbepenalizedforbreakingoneof theserules,exceptrule22.1.Whena boatsailingundertheserulesmeetsavesselthatisnot,sheshallcomplywith theInternationalRegulationsforPreventingCollisionsatSea(IRPCAS)or governmentright-of-wayrules.However,anallegedbreachof thoserulesshall notbegroundsforaprotestexceptbytheracecommitteeorprotestcommittee. If aboatclearasternbecomesoverlappedwithintwoof herhulllengths toleewardof aboatonthesametack,sheshallnotsailaboveherproper course while they remain overlapped within that distance, unless in doingsoshepromptlysailsasternof theotherboat.Thisruledoesnot applyif theoverlapbeginswhilethewindwardboatisrequiredbyrule 13tokeepclear.
17.2
Exceptonabeattowindward,whileaboatislessthantwoof herhull lengthsfromaleewardboatoraboatclearasternsteeringacourseto leeward of her, she shall not sail below her proper course unless she gybes.

(a)
atastartingmarksurroundedbynavigablewateroratitsanchor linefromthetimetheboatsareapproachingthemtostartuntil theyhavepassedthem,or
(b)
whiletheboatsareonoppositetacks,eitheronabeattowindwardorwhenthepropercourseforoneof them,butnotboth,to roundorpassthemarkorobstructionistotack.

18.2
GivingRoom;KeepingClear
(a)
OVERLAPPED–BASICRULE
Whenboatsareoverlappedtheoutsideboatshallgivetheinside boat room to round or pass the mark or obstruction, and if the insideboathasrightof waytheoutsideboatshallalsokeepclear. Otherpartsof rule18containexceptionstothisrule.
(b) OVERLAPPEDATTHEZONE
If boats were overlapped before either of them reached the twolengthzoneandtheoverlapisbrokenafteroneof themhasreached it,theboatthatwasontheoutsideshallcontinuetogivetheother boat room. If the outside boat becomes clear astern or overlapped insidetheotherboat,sheisnotentitledtoroomandshallkeepclear.
(c)
NOTOVERLAPPEDATTHEZONE
If aboatwasclearaheadatthetimeshereachedthetwo-length zone,theboatclearasternshallthereafterkeepclear.If theboat clearasternbecomesoverlappedoutsidetheotherboat,sheshall alsogivetheinsideboatroom.If theboatclearasternbecomes overlappedinsidetheotherboat,sheisnotentitledtoroom.If the boatthatwasclearaheadpassesheadtowind,rule18.2(c)no longerappliesandremainsinapplicable.
(d)
CHANGINGCOURSETOROUNDORPASS
Whenafterthestartingsignalrule18appliesbetweentwoboats andtheright-of-wayboatischangingcoursetoroundorpassa mark,rule16doesnotapplybetweenherandtheotherboat.
(e)
OVERLAPRIGHTS
If there is reasonable doubt that a boat obtained or broke an overlapintime,itshallbepresumedthatshedidnot.If theoutside boat is unable to give room when an overlap begins, rules 18.2(a)and18.2(b)donotapply.
18.3
TackingataMark
If two boats were approaching a mark on opposite tacks and one of themcompletesatackinthetwo-lengthzonewhentheotherisfetching themark,rule18.2doesnotapply.Theboatthattacked

18.5
PassingaContinuingObstruction
While boats are passing a continuing obstruction, rules 18.2(b) and 18.2(c)donotapply.Aboatclearasternthatobtainsaninsideoverlap isentitledtoroomtopassbetweentheotherboatandtheobstruction onlyif atthemomenttheoverlapbeginsthereisroomtodoso.If there isnot,sheisnotentitledtoroomandshallkeepclear.

ROOMTOTACKATANOBSTRUCTION
19.1
When approaching an obstruction, a boat sailing close-hauled or abovemayhailforroomtotackandavoidanotherboatonthesame tack. However, she shall not hail unless safety requires her to make a substantial course change to avoid the obstruction. Before tacking sheshallgivethehailedboattimetorespond.Thehailedboatshall respondbyeither
(a)
tackingassoonaspossible,inwhichcasethehailingboatshall alsotackassoonaspossible,or
(b)
immediatelyreplying‘Youtack’,inwhichcasethehailingboat shalltackassoonaspossibleandthehailedboatshallgiveroom, andrules10and13donotapply.
19.2
Rule19.1doesnotapplyatastartingmarksurroundedbynavigable wateroratitsanchorlinefromthetimeboatsareapproachingthem tostartuntiltheyhavepassedthemoratamarkthatthehailedboat canfetch.Whenrule19.1applies,rule18doesnot.
19.2

Aboatshallstart,leaveeachmarkontherequiredsideinthecorrect order,andfinish,sothatastringrepresentingherwakeafterstarting and until finishing would when drawn taut pass each mark on the required side and touch each rounding mark. She may correct any errorstocomplywiththisrule.Afterfinishingsheneednotcrossthe finishinglinecompletely.

Aboatmayleaveoneithersideamarkthatdoesnotbegin,boundor endthelegsheison.However,sheshallleaveastartingmarkonthe requiredsidewhensheisapproachingthestartinglinefromitsprestartsidetostart.

29.1
IndividualRecall
Whenataboat’sstartingsignalanypartof herhull,creworequipment is on the course side of the starting line or she must comply with rule30.1,theracecommitteeshallpromptlydisplayflagXwithone sound.Theflagshallbedisplayeduntilallsuchboatsarecompletely on the pre-start side of the starting line or its extensions and have compliedwithrule30.1if itapplies,butnotlaterthanfourminutes afterthestartingsignaloroneminutebeforeanylaterstartingsignal, whicheverisearlier.

GeneralRecall
Whenatthestartingsignaltheracecommitteeisunabletoidentify boatsthatareonthecoursesideof thestartinglineortowhichrule 30applies,ortherehasbeenanerrorinthestartingprocedure,the racecommitteemaysignalageneralrecall(displaytheFirstSubstitute withtwosounds).Thewarningsignalforanewstartfortherecalled classshallbemadeoneminuteaftertheFirstSubstituteisremoved (onesound),andthestartsforanysucceedingclassesshallfollowthe newstart.

30.1
Round-an-EndRule
If flag I has been displayed, and any part of a boat’s hull, crew or equipmentisonthecoursesideof thestartinglineoritsextensions duringtheminutebeforeherstartingsignal,sheshallthereaftersail fromthecoursesideacrossanextensiontothepre-startsidebefore starting.
30.2
20%PenaltyRule
If flagZhasbeendisplayed,nopartof aboat’shull,creworequipment shall be in the triangle formed by the ends of the starting line and thefirstmarkduringtheminutebeforeherstartingsignal.If aboat breaksthisruleandisidentified,sheshallreceive,withoutahearing, a20%scoringpenaltycalculatedasstatedinrule44.3(c).Sheshall bepenalizedevenif theraceisrestarted,resailedorrescheduled,but notif itispostponedorabandonedbeforethestartingsignal.
30.3
BlackFlagRule
If a black flag has been displayed, no part of a boat’s hull, crew or equipmentshallbeinthetriangleformedbytheendsof thestarting lineandthefirstmarkduringtheminutebeforeherstartingsignal.If a boatbreaksthisruleandisidentified,sheshallbedisqualifiedwithout ahearing,evenif theraceisrestarted,resailedorrescheduled,butnot if itispostponedorabandonedbeforethestartingsignal.If ageneral recallissignalledortheraceisabandonedafterthestartingsignal,the racecommitteeshalldisplayhersailnumberbeforethenextwarning signalforthatrace,andif theraceisrestartedorresailedsheshallnot

TOUCHINGAMARK
31.1
Whileracing,aboatshallnottouchastartingmarkbeforestarting,a markthatbegins,boundsorendsthelegof thecourseonwhichsheis sailing,orafinishingmarkafterfinishing.
31.2
Aboatthathasbrokenrule31.1may,aftergettingwellclearof other boatsassoonaspossible,takeapenaltybypromptlymakingoneturn includingonetackandonegybe.Whenaboattakesthepenaltyafter touchingafinishingmark,sheshallsailcompletelytothecourseside of thelinebeforefinishing.However,if aboathasgainedasignificant advantageintheraceorseriesbytouchingthemarkherpenaltyshall betoretire.

SHORTENINGORABANDONINGAFTERTHESTART
32.1
Afterthestartingsignal,theracecommitteemayshortenthecourse (displayflagSwithtwosounds)orabandontherace(displayflagN,N overH,orNoverA,withthreesounds),asappropriate,
(a)
becauseof anerrorinthestartingprocedure,
(b)
becauseof foulweather,
(c)
because of insufficient wind making it unlikely that any boat willfinishwithinthetimelimit,
(d)
becauseamarkismissingoroutof position,or
(e)

Aprotestcommitteeof atleastthreemembersshallconductthe hearing,followingrules63.2,63.3,63.4and63.6.If itdecides thatthecompetitorcommittedtheallegedmisconductitshall either
(1) warnthecompetitoror
(2) imposeapenaltybyexcludingthecompetitorand,when appropriate,disqualifyingaboat,fromaraceortheremainingracesorallracesof theseries,orbytakingotheraction within its jurisdiction. A disqualification under this rule shallnotbeexcludedfromtheboat’sseriesscore.
(c)
Theprotestcommitteeshallpromptlyreportapenalty,butnota warning,tothenationalauthoritiesof thevenue,of thecompetitorandof theboatowner.
(d) If thereisgoodreasonforthecompetitornottoattendthehearing, the protest committee shall postpone it. However, if the competitorhaslefttheeventandasaresultcannotreasonably beexpectedtoattendahearing,theprotestcommitteeshallnot conduct one. Instead, it shall collect all available information

(a)
When a national authority receives a report required by rule 69.1(c) or 69.1(d), a report alleging a gross breach of a rule, goodmannersorsportsmanship, ora report allegingconduct that has brought the sport into disrepute, it may conduct an investigationand,whenappropriate,shallconductahearing.It maythentakeanydisciplinaryactionwithinitsjurisdictionit considersappropriateagainstthecompetitororboat,orother person involved, including suspending eligibility, permanently or for a specified period of time, to compete in any event held within its jurisdiction, and suspending ISAF eligibility under ISAFRegulation19.
(b)
Thenationalauthorityof acompetitorshallalsosuspendthe ISAFeligibilityof thecompetitorasrequiredinISAFRegulation 19.
(c)
The national authority shall promptly report a suspension of eligibility under rule 69.2(a) to the ISAF, and to the national authoritiesof thepersonortheownerof theboatsuspendedif theyarenotmembersof thesuspendingnationalauthority.

ActionbytheISAF
