RichieRobb,mayorofSouthCharleston,WestVirginia,isoneof thatstate’sfiveRepublicanelectors.HehasprovokedthehostilityoftheGOPleadershipbyannouncinghisintentiontocarry outthedutiesofthatofficeasdictatedbytheConstitution,rather thanpartyloyalty. “It’snotlikelythatIwouldvoteforKerry,”MayorRobbtold theSeptember8CharlestonDailyMail.“ButI’mlookingatwhat myoptionsarewhenitcomestimetocastmyvote.”Robbhas expressedstrenuousdisapprovaloftheadministration’sforeign policy,andaspectsofitsdomesticpoliciesaswell.“Iknowthat amongsomeinmyownparty,whatI’mdiscussingwouldbe consideredtreasonous,”Robbobserves.“ButI’mnotgoingto cheerleadusdowntheprimrosepathwhenIknowwe’rebeing ledinthewrongdirection. AnotherimportantweaponwieldedbyPutinagainstthemedia is the Russian version of the McCain-Feingold “campaign fi-
nancereform”law.Signedin2002byPresidentBush(whohad promisedtovetoanymeasureofthesortthatconstrictsfreedom ofspeech),thelawplacessevererestrictionsonpoliticalspeech —viaadvertisementsandotherpublicmessages—thatmentions politicalcandidateswithinanelectionperiod.Thishastheeffect ofstrengtheningthepoweroftheEstablishment’smediacartel toshapepublicviewsofissuesandcandidatesduringtheperiod whenmostAmericansaremostinterestedinthem.Italsoworksto thebenefitofincumbentpoliticians,ratherthanchallengers. Russia’sversionofMcCain-Feingold,asdescribedbyGlover,is evenmoredraconian.“Alawpassedlastsummerthreatensnewspaperswithclosureif,duringanelectionperiod,theyexpressany opinionaboutapolitician’spolicies,hiscampaignorhispersonality.Intimidatedbytheseandothernewlaws,manynewspaper journalistspracticeself-censorship.”HavingstrangledRussia’s independentmediainthecrib,Putinisusingthestate-controlled mediatocultivateapersonalitycult:“Televisioncamerasfollow PutinslavishlyaroundRussia,portrayinghiminaheroiclight.”

Contrived Crisis, Corrupt Opportunity Unfortunately—ifpredictably—these desperate people were looking for help fromthesamegovernmentthatwasimplicatedincreatingthecrisisinthefirst place. orDianeKleiman,theterroristattacks of September 11, 2001 hit very close to home — both literallyandfiguratively.Herapartment,just three blocks from Ground Zero, shook violently when the first airplane hit the NorthToweroftheWorldTradeCenter. Along with other residents and workers intheareawhohadrushedoutsidetosee whathadhappened,shestaredinhorror anddisbeliefattheflaminginferno.She rantothebuilding,thenwatched,stunned
andhelpless,asthesecondplanehitthe SouthTower.Shesawthebodiesfalling, asdesperatepeopletrappedbytheflames jumpedtoescapethefirestorm.Sheran forsafety,chokingandcoveredwithdust anddebris,asthefirstbuildingcollapsed. OneofKleiman’sfirstthoughtsduring theterrorandtumultofthatfatefulmorningwasthathersisterBethmayhavebeen on one of the doomed flights. It wasn’t until later that afternoon, around 4:00 p.m.,thatshelearnedthatBeth,whohad boardedaflightaround7:30thatmorning, wasokay.

Theyusetheclaimthattheydonotwantto engagein“fingerpointing,”asanexcuse nottoholdanyoneaccountable,allowing theguiltytoescape.Itisalsoprovidingan excuseforproposalstocentralizepolice powersundertheauthorityofanewfederalintelligence“czar.” The 9/11 Commission report did not evendealwithCustomsorImmigration, two of the most important agencies on thefrontlineofournationalsecurity.The glaringholesthatallowedthe9/11tragedy tooccurwillnotbepluggedbyreshuffling agencies, redrawing lines on the federal bureaucracyflowchartsandpouringeven greater sums of money into an already bloated, unaccountable federal intelligenceandlawenforcementleviathan.■

s with most ancient nations, the originsofRomearecloudedby legend. The first inhabitants of whatbecamethecity-stateofRomemay have been refugees from defeatedTroy, led by the semi-legendary heroAeneas. Rome’sgreatestpoet,Virgil,saidasmuch in his immortal epic, the Aeneid, and Roman historians, such as Appian and Livy,claimedthesame. By all accounts, Rome in the eighth centuryB.C.waslittlemorethananarmed campofbrigands.Yetwithinsevenhundredyears,thissqualid,warlikesettlement becamethegreatestman-madepowerthe worldhadeverseen,mistressofmostof Europe, North Africa, Asia Minor and theMiddleEast.AncientRomewasthe incubatorforChristianity,therepository ofWestern Civilization for over a thousandyears,andthesettingformuchofthe greatesthistoricaldrama—andmanyof themostextraordinarycharacters—ever tooccupythehumanstage. Romerosetounexampledheights,only to fall with a shock that still reverberatesacrossthecenturies.Unlikethegreat civilizationsthatprecededher—Egypt, Elam,Sumer,Babylon,Carthageandothers—Rome’slegacywasfarmorethan jumbled ruins. Of Rome we preserve a vastliterature,acodeoflaws,andmany ofourpolitical,cultural,artisticandreligiousforms.Forinsteadofcollapsingutterly,likeitspredecessors,Romewasfirst brokenintofragmentsandthentransmuted intothepoliticalandreligiousinstitutions that served as a foundation for modern Westerncivilization. America’s Founding Fathers, as well as their European contemporaries, were fascinatedwithRome,forinthe18thcenturytheWesternworldhadonlyrecently 34
attainedthewealth,powerandvitalityof Romancivilizationatitspeak.Inthemore than two centuries since the American founding,American and European civilizationhavefaroutstrippedandeclipsed the achievements of ancient Rome. But themystiqueofRomepersists.ThelessonsoftheriseandfallofRomeresonate inourage,whenasinglepowerconsumed by imperialistic ambition and cankered by moral decay — the United States of America—seemstobeslouchingdown thesamepathtodeclinethattheRomans followed. Of the time between the traditional foundingofRomearound753B.C.with theascentofRomulusandthebirthofthe RomanRepublicinabout509B.C.with the expulsion of theTarquins, we know nothingnotcoloredbylegend.Yetthere isnoreasontobelievethatRomulusdid notexist,orthathewasnot,asPlutarch andLivybothassert,thefirstRomanking. State of War With only a few brief interludes, Rome wasperpetuallyatwarfromthetimeof theTarquinstotheascentofCaesarAugustus. InAlexander Hamilton’s words, she“neversatedofcarnageandconquest.” Like Sparta, Rome, both as a monarchy and as a republic, was organized along militarylines.Everyable-bodiedRoman malesawannualmilitaryservicethroughouthisyoungadultyears,untilthetime ofMariusinthelatesecondcenturyB.C. whenRomeprofessionalizedhermilitary. SopervasivewasthemilitaryinRoman political culture that even the senators wereknownas“conscriptfathers.”Much
ofRome’ssuccesscanbeattributedtoher fanatical attention to military order and tothecultivationofvirtuesconduciveto militarystrength:unswervingloyalty,obedience,frugality,anddisregardforperilto lifeandlimb. From her remotest beginnings, Rome enjoyed an almost uninterrupted string ofmilitarysuccesses,atfirstoverhostile neighborsliketheAequans,theVolscians andtheSamnites,andlateragainstoverseasrivalslikeCarthage,Macedoniaand Pontus.Rome’smilitarysetbacks,during thesevenandahalfcenturiesbetweenher foundingandthedestructionofthelegions ofVarrobytheGermansattheBattleof Teutoburg Forest in 9 A.D., were few andmemorable.Theyincludedthesacking of Rome by the Gauls in about 390 B.C.;thehumiliationundertheSamnite yokeatCaudineForksin321B.C.(which wasspeedilyavengedbyanoverwhelmingRomanreprisal);thesetbacksagainst Pyrrhus, king of Epirus, and Hannibal, the Carthaginian general; the challenge ofMithridates,kingofPontus;Spartacus’ short-livedslaverevolt;andtheslaughter ofCrassusandhislegionsbytheParthians in53B.C.atCarrhae. Butforthemostpart,Romanmilitary history is a dreary catalog of one-sided battleswithoutmatchedandpoorlyorganizedfoes,ofthedestructionorabsorption ofentirenationsintotheexpandingRoman state,andofalmostsuperhumanresilience inreboundingfromraredefeatsthatwould havebrokenthebackofanyotherpeople, suchasthedisasteratCannaein216B.C., where Hannibal’s forces cut down the flowerofRome’sentiremilitary.
Political Strength ButtheascentofRomewasnotduewholly orevenmostlytohermilitarysuccesses. electedbodies.TheRomanRepublicalso developedawrittencodeoflawsthatdefinedandprotectedtherightsofRoman citizens.TheexquisitelybalancedRoman state conferred an extraordinary degree of political stability, while granting to Romancitizensadegreeofpersonallibertyalmostunknowninhumanhistorybeforethattime.TheRomanstatewas,wrote Polybius,“aunionwhichisstrongenough towithstandallemergencies,sothatitis impossibletofindabetterformofconstitutionthanthis.” ManyoftheinstitutionsoftheRoman republican government, as well as the rootsofthedistinctiveRomanculture,developedwellbeforethefoundingofthe republicitself.TheSenate,Rome’soldest governmentbody,wasapparentlyfounded byRomulus.Itmayhavebeenpatterned after the Gerousia, a governing body of Sparta,andalsoresembledtheAthenian Areopagus.

ITEM:TheAugust28ChicagoTribunereported:“Thepoliticalresponseswerejust whatyou’dexpectintheheatofapresidentialcampaign.Theystartedwithinminutesof…CensusBureaureportsshowing that the number of Americans living in poverty and the ranks of the uninsured rosein2003.DemocraticnomineeJohn Kerry pounced, saying the figures show howthepoliciesofPresidentBushhave failed to support everyday Americans. ‘UnderGeorgeBush’swatch,’heintoned, ‘America’sfamiliesarefallingfurtherbehind.’Bushsupportersnoted[the]report reflectednoneoftheeconomy’sprogress in2004.Anyblameforthehealth-insurancecrisis,theysaid,shouldfallmostly onCongressforresistingsomeofthepresident’slegislativeagenda.” BETWEEN THELINES:Thisfinger-pointingexchangeignores,amongotherpoints, historical context and how poverty is measured. Its premises are also flawed: Whereistheconstitutionalauthorization forWashingtontodictatelevelsofincome orinsuranceparticipation?Yet,bothmajor partiesandthemassmediastillcontend thatthegovernmentcanspendeveryone outofpoverty,despiteexpendituresofalmost$9trillion(in2003dollars)during thelast40years. Meanwhile,governmentpovertystatisticsignorenon-monetarybenefits,includingfoodstamps,theEarnedIncomeTax Credit (EITC), Medicaid, Medicare and housingsubsidies.Yetaboutseveninevery 10dollarsofassistancetothepoorcomes vianon-cashaid.Nutritionprogramscost anall-timerecordof$41.6billionin2003, andthemostrecentannualEITCtransfers hit$38.2billion.Thisisnotreflectedin theCensusnumbers. Howaboutsomeperspective?Thepovertyratefrom1980to1998averaged13.9 percent.Althoughthemediawentballistic overtherecentuptickfrom12.1to12.5 percent,thislatestfigureislowerthanany yearinthatentireperiod.AndtheCensus justreportedthatpovertyrates“remained unchangedforHispanics…andblacks”; these were lower than during President Clinton’sfirstterm. amillion.Thepercentageofuninsured,as noted by the National Center for Policy Analysis,hasremainedintherangeof15 percentforadecade. There are 18.8 million uninsured betweenages18and34,commentstheWall StreetJournal,“andmanyofthemvoluntarily(ifunwisely)forgocoverage.Their gambleisactuallyencouragedby‘guaranteedissue’lawsinmanystatesthatreassuretheirresponsiblethattheycanavoid buyinginsuranceuntiltheygetsick.”
Argentina’s Beef with IMF ITEM:HundredsofprotestersinBuenos Aires, reported Reuters on August 31, “sparredwithpoliceandburnedtiresjust astone’sthrowawayfromwhere[InternationalMonetaryFund]chiefRodrigoRato wasmeeting…withArgentineofficialson hismaidenvisittothefinanciallycrippled country.” Rato’s visit followedArgentina’s suspension of its participation in the IMF loan program. According to Reuters, BuenosAireswantedto“concentrateon reachinganagreementwithprivatecreditors on $100 billion in debt on which it defaultedinJanuary2002.” BETWEEN THE LINES: There’s plenty of blame to share for the largest sovereign defaultinhistory,includingcorruptionand mismanagementinArgentina.Whilethe mobsmaybemisguidedabouttheIMF,
thefunditselfhasadmittedtoconsiderableculpability. Argentinawouldprobablynotnowhave ahalf-millioncreditorsifmanyofthem hadn’texpectedthatloanstoBuenosAires wouldbeguaranteed.ArecentIMFreport acknowledgesthatitkeptthrowingmoney atArgentina, “even after it had become evidentinthelate1990sthatthepolitical abilitytodeliverthenecessaryfiscaldisciplineandstructuralreformswaslacking.” Whenbenchmarksweremissed,theywere changed. Loanswereincreaseddespitewarning signsofacollapse.Ithasallledtowhat oneLatinexpertcalled“oneofthegreatest tragediesofmodernhistory—thedestructionofthefirmestmiddle-classsocietyin LatinAmerica.” ArgentinawasontheIMFdoleformore thanthreedecades,evenasBuenosAires followedself-destructivepolicies,includingalmostdoublinggovernmentspending between 1991 and 2001. When default loomed, bank deposits were frozen, the pesowasdevaluedandcitizenshadtoacceptwealth-drainingconversionrates. heassortmentofdictionariesatmydeskinformsmethattheHebrewword“shibboleth” canbeusedtorefertoastream,afloodoran earofcorn.ButthewordcomesintonoticeinOldTestamenthistorypurelywithrespecttoitsuseasapassword,afatalonefortheIsraelites,asitturnedout. Wefindthestoryoftheshibbolethinthetwelfth chapter of the book of Judges. Here’s how it unfolded:Israel’stribeofEphraimdecidedtocrossthe JordanRiveranddobattlewiththepagantribesof Gilead.ButtheGileaditesgottheupperhandand puttheEphraimitestoflight.TheGileaditesseized thepassesandfordssothattheEphraimitescouldnotescape. Perhapsnowhereisthissimilaritymorepronouncedthanin thesustainedsubversiveeffortbybothmajorpartiestoconvert ourrepublicintoademocracy.Ifyouhavebeenlisteningtoor readinganyofthepresidentialcampaignspeeches,youhave probablynoticedthatbothSenatorJohnKerryandPresident GeorgeW.Bushmakeliberaluseofthedemocracyshibboleth. InhisspeechtotheDemocratConvention,Kerrydeclared:“Our purposenowistoreclaimdemocracyitself.”Similarutterances aboundinhisstumpspeeches.Bymy(admittedlyunscientific) 44
count,however,PresidentBush,thetitularheadof the Republican Party, is the leading shibbolether whenitcomestothe“d”word. PresidentBush’sacceptancespeechattheRepublicanConventionwasashibbolethtopper.InIraq,he proclaimed,“morethan50millionpeoplehavebeen liberatedanddemocracyiscomingtothebroader MiddleEast.”Hepraised“aresoundingendorsement ofdemocracy”inAfghanistan.Wewilldiscreditthe terrorists,heaverred,byplanting“avibrant,successfuldemocracyattheheartoftheMiddleEast.” Democracy,democracy,democracy.Seventimes inthatspeech.SenatorKerry,bycomparison,utilizedthe“d” wordshibbolethonlytwiceinhisconventionspeech.Butwe’ll behearingmuchmoreofthesamefrombothcontendersover theremainingcourseofthecampaign. Arewemakingtoomuchofasmallmatter?OurFounding Fatherswouldnotthinkso;theyfearedandcondemneddemocracyas,arguably,theworstformofgovernment.Forinstance, JamesMadison,whoisoftenreferredtoas“thefatherofthe Constitution,”wroteinessay#10ofTheFederalistPapersthat “democracieshaveeverbeenspectaclesofturbulenceandcontention;haveeverbeenfoundincompatiblewithpersonalsecurityortherightsofproperty;andhaveingeneralbeenasshort intheirlivesastheyhavebeenviolentintheirdeaths.” JohnMarshall,whowaschiefjusticeoftheSupremeCourt from1801to1835,said:“Betweenabalancedrepublicanda democracy,thedifferenceislikethatbetweenorderandchaos.” PresidentGeorgeWashington,inhisfirstinauguraladdress,dedicatedhimselfto“thepreservation…oftherepublicanmodel ofgovernment.”ArticleIV,Section4ofourU.S.Constitution guarantees“toeveryStateinthisUnionarepublicanformof government.”Inour“PledgeofAllegiance,”westillpledge“to therepublic,”notthe“democracy.” Consideralsothe1928U.S.ArmyTrainingManual,which wasusedforallofourmeninarmyuniform.Itgavethisveryaccuratedefinitionofademocracy:“Agovernmentofthemasses. Authorityderivedthroughmassmeetingoranyformof‘direct’ expression.Resultsinmobocracy.Attitudetowardpropertyis communistic—negatingpropertyrights....Resultsindemagogism,license,agitation,discontent,anarchy.” WhiletheRepublicanConventionwasunderwayafewweeks agoinNewYorkCity,Ihappenedtocatchpartofacritique oftheconventionbythenotoriouslypro-CommunistInstitute forPolicyStudies(IPS)onC-SPAN.IPSco-founderMarcus RaskincomplainedthattheU.S.is“atbest,arepublic,”but expressedhopethatitcouldbetransformedintoademocracy.
