What were the Soviets doing in there? What President Eisenhower feared most was surprise attack. In 1954 he set up a Surprise Attack Panel, chaired by James Killian, president of M.I.T. to study the possibility of the Soviets mounting an attack without warning. The intelligence subcommittee of the panel was headed by two men: Dr. Edwin Land, inventor of the Polaroid Land Camera and head of the Polaroid Corporation, and Edward Purcell, professor at Harvard and winner of the Nobel Prize for physics in 1952. In the fall of 1954, after assessing what kind of intelligence would be necessary to eliminate the element of surprise, the subcommittee recommended that the United States begin reconnaissance overflights of the Soviet Union as soon as possible. (The name stuck, and now, thirty years later and no longer top secret, Lockheed proudly uses Skunk Works in its promotional

Open
At the Geneva Summit Conference in July 1955, a few weeks U-2 was to begin. President Eisenhower made his "Open Skies" proposal for the prevention of nuclear war. He suggested that the United States and the Soviet Union exchange before the testing of the
blueprints of their military facilities and allow one another to inspect the
armaments of the other from the
air.

felt
Open
Skies was a remarkable step toward peace, while others suspected
it
was just an American ploy to get better targeting information. Khrushchev dismissed Open Skies out of hand, calling it "nothing more than a bald espionage plot." Whatever Eisenhower's motives for suggesting Open Skies really were, within a year the United States was able to embark on aerial inspections of the USSR unilaterally and with impunity. Satisfied with the tests of the U-2, in August 1955 Richard Bissell ordered another 22 of the planes, each one essentially handmade and costing roughly $350,000 at the time. As the program expanded, there were increased public sightings of the plane, so a cover had to be devised. According to a 1956 press release from the National Advisory Committee for Aeronautics, NACA had contracted with Lockheed to build the plane for "upper atmosphere research."
Of course,
the
U-2 was designed
to research the Soviet
Union, not
the upper atmosphere. In 1956 eight pilots, including Powers, were sent to Incirlik Air Force Base, just outside of Adana, Turkey. Incirlik
was primarily used
as a refueling stop for other military
planes, so the busy activity of the base provided
good cover 26
for the
U-

2 operations. So secretive was the
U-2
project, in fact, that even
people at Incirhk did not know what was going on. Powers and the other pilots constituted the 10-10 Detachment, commanded by Colonel Stanley Beerli. There were other U-2 detachments in Japan and West Germany.
The first spy flights just skirted the Soviet borders, allowing the cameras to photograph border installations and the "black boxes" aboard the plane to intercept radio and radar signals. On a few flights the pilots observed Soviet rocket tests, several of
which, to

I said, 'My God, I've had it now.'" The plane started to drop, nose up, very quickly. Powers had no reference all he could see was spinning blue sky. He couldn't use his ejection seat because in the position he found himself after the explosion, firing the ejection seat would have cut his legs off. What could he do? He realized that he would have to bail out manually. Time was of the essence by that point he had already fallen 30,000 feet. He knew he had to arm the destruct unit, but he didn't know how long it would take to bail out and he didn't want to be in the plane when the charge went off. He decided to release the canopy, get set to

Such wit was short-lived. Soon after, Khrushchev and his stormed out of the conference. In the aftermath Eisenhower promised that the United States would never again overfly the Soviet Union, and except for brief sorties over the border, that promise has remained unbroken. In Washington there was little remorse over the U-2; rather, there was anger, and of the many people who were angry, many were angry at Powers. They wondered if he hadn't flown the plane too low; they were vexed that he hadn't set off the destruct unit; and some were even upset that he hadn't killed himself. Powers later maintained that he hadn't flown too low but that he'd been hit by a near miss, which was certainly within the capability of those SAMs. (Some believe that two SAMs were fired and that one took out a Soviet MIG trying to intercept Powers while the other exploded near enough the U-2 to cripple it.) In support of Powers, some have argued that the whole destruct unit was useless anyway, since it is nearly impossible to destroy a tightly wound roll of film, and the Soviets could find out all they needed to know from the film alone. Even though this means that Powers's suicide would have been futile, not everyone was soothed. "Are you sure?" he asked. Lundahl answered, "It could be a papier-mache world out there. But I'm as sure of this as a photo interpreter can be." Thus began the Cuban Missile Crisis, the closest this planet has yet

Presented with few options, Kennedy
immediate military invasion of Cuba, opting instead for a blockade of the island in which all ships traveling either to or from the island were to be stopped and searched. Kennedy was firm. The Soviet Union must withdraw its missiles from Cuba. There was an implied "or else." Or else what? Miiitary invasion of Cuba and the risk of nuclear war. During those two tense weeks in October U-2s continued to make passes over Cuba to make sure that the status of the sites was not changing. Then, on October 27, a U-2 was shot down over the island. No one could believe it. What were the Soviets doing? Was it a mistake? Were they preparing to launch and didn't want this discovered? Kennedy readied the American forces already massed in Florida, and the world slid closer to the brink. Everyone held their decided

Well before Powers was shot down in I960, Johnson went to work on a design for an airplane that would fly higher and faster than the U-2 while having a reduced radar cross section as well. The plane would have to fly at speeds over 2,000 m.p.h. at a height of 80,000 feet or more. The plane would also have to contain radar- jamming equipment and an advanced communications system. When Johnson designed the U-2, his main problem was how to get a plane up to 70,000 feet and keep it there for 12 hours. Speed was not a key issue. However, it was the U-2's relatively slow flight that made it an easy target for Soviet radar to speed 500 m.p.h. track. THE SPY SATELLITES
Background Gaining the "high ground" has been a goal of commanders from Hannibal to MacArthur, and for good reason. An arrow fired ft-om the top of a hill will fly farther and hit harder than one let loose from a valley. Even in modern warfare, with highly sophisticated artillery, it is easier to strike from a high point to a low point than the other way around. But holding the high ground has another advantage that has nothing to do with throw-weights or trajectory. Very simply, it is much easier to spy down from a hill, than to spy up from a valley. In a cold war the high ground, in whatever form it takes, has primarily an intelligence value. For the years 1956 to I960 the U-2 provided the high-ground advantage, but when Powers was shot down over Sverdlovsk, the Americans again faced the Soviets on a

On January 25, 1967, the first American IRBM to be tested sat on the launchpad at Cape Canaveral, Florida. Seven stories tall, weighing 100,000 pounds, it had rocket engines designed to produce 150,000 pounds of thrust. When the countdown reached zero and the ignition button was pressed, the missile burst into flames and exploded on the launchpad. The next two Thor tests were also failures. Meanwhile, reports from Diyarbakir indicated that the Soviets had been successfully launching two such IRBMs per month since the previous

But those were only IRBMs. U.S. missilemen still felt confident that they were ahead in the ICBM race with Convair's work on Atlas. That confidence was soon shaken. In August 1957 the Soviets announced that they had successfully fired a missile a huge distance 52

Wernher Von Braun presented a report to the government suggesting that existing military missile equipment in the hands of the Ordnance Corps could be used to launch a satellite into space. Von Braun's proposal was given serious consideration. It was to be a joint Army-Navy project and was given the name Orbiter. In the summer of 1955, however, America scotched the Orbiter project, deciding instead to go with an allVanguard to put an object into space as part of the civilian effort IGY (International Geophysical Year, 1957-1958). The main reason that Vanguard was chosen over Orbiter, it seems, was that as a civilian project it would not use military equipment, and military secrets would then not be jeopardized by public disclosure. The problem with not using the existing military missile equipment was that Vanguard had to develop its own from scratch, a daunting task. The first U.S. attempt to launch a satellite came on December 6, 1957, two months after the Soviets launched Sputnik. It was a failure. The rocket engines ignited; the rocket started up but then collapsed back down and exploded on the pad. The tiny silver sphere of a satellite that was Vanguard survived the conflagration, however, and it lay on the debris-strewn launchpad, still obliviously bleeping its telemetric signal. Someone in the control room joked grimly, "Why doesn't someone kick it and put it out of its misery?" Vanguard seemed a disaster. But the truth was that, as a civilian project.
